Ketua HLC dan Komisi I DPR Bahas Rencana Modernisasi Alutsista Melalui APP 2010-2014

Jakarta, DMC – Wakil Menteri Pertahanan dalam hal ini selaku Ketua High Level Comitte (HLC), Sjafrie Sjamsoeddin, bersama anggota Komisi I DPR RI, Senin (26/3) di Ged. DPR, Jakarta membahas rencana Modernisasi Alutsista dalam rangka kebutuhan TNI 2014 dengan menggunakan Alokasi Pinjaman Pemerintah (APP) atau Pinjaman Luar Negeri (PLN).

Ketua HLC pada kesempatan Raker tersebut mengatakan hingga tahun 2014 didalam proyeksi Minimum Esential Force khususnya modernisasi untuk Alutsista bergerak, Kemhan dan TNI ingin melengkapi postur kekuatan pertahanan di setiap Angkatan.

Sehubungan dengan hal tersebut, Kemhan juga memiliki rencana kebutuhan belanja (shopping list) alutsista bergerak prioritas hingga tahun 2014 akan mempergunakan pinjaman pemerintah dari luar negeri.

Lebih lanjut Wamenhan menjelaskan, untuk Mabes TNI hingga 2014 memerlukan kendaraan taktis dan kendaraan angkut amunisi 5 ton dengan jumlah besar yang menurut jumlah pagu mencapai 110 juta Dolar.

Sementara untuk Angkatan Darat, terdapat empat prioritas yang ingin dicapai, diantaranya Helikopter serang dan serbu termasuk persenjataan sebanyak 24 Unit, kendaraan tempur Main Battle Tank (MBT) jenis Leopard 2A6 sebanyak 44 Unit, ME Armed 155 Howitzer, Rudal MLRS dan Rudal Arhanud.

Sedangkan untuk proyeksi kebutuhan modernisasi Alutsista untuk Angkatan Laut, Kapal Pemukul dengan jenis Klas Korvet, Kapal Pendukung, pesawat Udara jenis CN-235 MPA dan Helikopter AKS, Tank Amfibi BMP-3F serta Panser Ambfibi BTR 80 A. untuk penawaran baru yakni 3 kapal Selam dan 2 Unit PKR namun bisa dikirim setelah tahun 2014 dan 3 unit Fregat (MRLF) namun juga masih dalam proses pengusulan anggaran.

Untuk Angkatan Udara, Shoping list ini tertuju kepada pengadaan SU-30 MK2 dan dukungannya, pengadaan pesawat angkut CN-295 sebagai pengganti pesawat F-27. Ditambah lagi pengadaan Helikopter Full Combat SAR Mission, pengadaan pesawat latih sebagai pengganti AS-202 & T-34C. Totalitas pagu yang di butuhkan untuk bisa memenuhi kebutuhan khusus untuk alutsista bergerak pioritas mencapai 3,741 juta Dollar.

Berkaitan dengan hal tersebut, Ketua Komisi I DPR RI, Mahfudz Siddiq, pada akhir raker itu mengatakan, Komisi I DPR RI mendukung daftar pengadaan Alutsista TNI TA. 2010-2014 yang sumber pembiayaannya di alokasikan dari Alokasi Pinjaman Pemerintah (APP) Kemhan/TNI TA. 2010-2014.

Namun demikian Komisi I DPR RI memberikan beberapa saran, antara lain agar dapat mengupayakan dilakukannya amandemen terhadap daftar State Loan Agreement Tahun 2007 antara Pemerintah RI dengan Pemerintah Federasi Rusia, sehingga pengadaan 6 unit Sukhoi Su-30 MK2 dapat menggunakan skema pembiayaan State Credit.

Memperhitungkan dengan cermat kondisi dan spesifikasi, dislokasi serta proyeksi biaya pemeliharaan dan perawatan dalam pengadaan MBT Leopard 2A6. Memperhatikan dengan serius dampak penggunaan pesawat intai tanpa awak (UAV) terhadap kerahasiaan pertahanan dan keamanan RI. Memastikan kelayakan pembelian 3 unit kapal perang kelas Fregat (MRLF) oleh TNI AL.

Dikatakan Mahfudz Siddiq, Komisi I DPR RI mendesak Kemhan/TNI untuk terus melakukan pembenahan terhadap sistem adminstrasi dalam pengadaan Alutsista TNI. Menurut dirinya Komisi I DPR RI akan menyelesaikan pembahasan terkait permohonan pencabutan dana bertanda bintang untuk pengadaan barang/jasa melalui PHLN/KE, sebelum penutupan Masa Persidangan III Tahun Sidang 2011 – 2012.

Forum Raker pembahasan tentang rencana modernisasi alutsista ini juga dihadiri oleh Para Kepala Staf Angkatan, Sekjen Kemhan dan sejumlah pejabat di jajaran Kemhan dan TNI. (MAW/SR).

Arms Market in Thailand is One of the Fastest Growing in Southeast Asia

TSAMTO, In Bangkok, opens March 5 International Exhibition and Conference on Defense and Security, "Defense & Security-2012", in which will be attended by over 250 companies from 30 countries, including seven Russian companies.

Thailand, Russia

During Putin's visit to Thailand in October 2003 signed a bilateral Memorandum of Understanding between the Government of the Russian Federation and the Government of the Kingdom of Thailand on the logistic and technical support for the troops. This document is the first real step toward the establishment of military-technical cooperation between Russia and Thailand.

It is a framework agreement, which covers areas of both military and military-technical cooperation. It provides for exchange of information, expertise, training issues, and other forms of interaction. The document was signed for five years with subsequent prolongation. The memorandum is regarded by the parties as a necessary legal framework for bilateral cooperation.

An important impetus for the development of bilateral military-technical cooperation was reached during the visit of Vladimir Putin agreed on the settlement of Soviet-era debt to Thailand amounting to 36.5 million dollars. The document defines a mechanism for repayment of debt supply of goods or services for five years.

The history of bilateral military-technical cooperation between Russia and Thailand began in 1994 when the Russian president's decree was given consent to the establishment of military-technical cooperation with Thailand.

In the period from 1994 to 2000. was prepared and delivered to the Thai side of the business for more than 20 proposals for cooperation in the sphere of military-technical cooperation on selected samples of military hardware, but they were not implemented, suggesting an extremely difficult task to penetrate new markets in the Russian arms.

At present, "Rosoboronexport" is working with Thailand at the request of the Thai side. We are talking about the possible purchase of small arms, anti-aircraft and helicopters. For Russia, Thailand, is of interest in terms of promotion of small submarines and missile boats.

China's Defense Budget to Grow 11.2 pct in 2012

BEIJING, (Xinhua) -- China said Sunday it plans to raise its defense budget by 11.2 percent to 670 billion yuan (106.4 billion U.S. dollars) in 2012.

This year's draft defense budget is 67.6 billion yuan more than the defense expenditure of 2011, said Li Zhaoxing, spokesman for the annual session of China's national legislature.

"The Chinese government follows the principle of coordinating defense development with economic development. It sets the country's defense spending according to the requirements of national defense and the level of economic development," Li told a press conference.

The former foreign minister said the growth of China's defense expenditure is "reasonable and appropriate."

"The Chinese government has maintained reasonable and appropriate growth in defense spending on the strength of rapid economic and social development and the steady increase of fiscal revenues," he said.

During the last three years since the outbreak of the international financial crisis, China's gross domestic product (GDP) and national fiscal expenditure showed year-on-year growth of 14.5 percent and 20.3 percent, respectively, but the country's defense expenditure only grew by 13 percent, according to Li.

He also noted that the share of defense spending in China's GDP dropped from 1.33 percent in 2008 to 1.28 percent in 2011, and that in China's fiscal expenditure dropped from 6.68 percent in 2008 to 5.53 percent in 2011.

China's national defense spending has always been maintained at a moderate and sufficient level, said Major General Luo Yuan, a researcher with the Chinese People's Liberation Army (PLA) Military Science Academy.

"Moderate" means China will not raise its military spending merely for the purpose of boosting scale, while "sufficient" means the spending has to meet necessary demand for national defense, said Luo.

Wen Bing, another researcher with the academy, said the moderate growth of China's defense budget reflects the composure of the Chinese government under the changing global strategic environment.

"In terms of defense spending, the Chinese government will not, as some foreign analysts suggest, make a drastic response to, or overreact to, the so-called 'worsening of global security'," Wen said.
China's military spending mainly comprises the living expenditures of servicepeople, expenses for training and maintenance, and spending on equipment, Li said at the press conference.

The costs for research, experimentation, procurement, repair, transport and storage of all weapons and equipment, including new types of weapons, are included in the defense budget that is published every year, the spokesman said.

"China is committed to the path of peaceful development and follows a national defense policy that is defensive in nature," Li said.

Compared to other major countries, China's military spending is low given its population of 1.3 billion, vast land area and long coastlines, Li said.

China's military spending is dwarfed by that of the United States, at 725 billion U.S. dollars, and its per capita figure is also far less than that of the U.S., Luo said.

While China's military spending amounted to 1.28 percent of its GDP in 2011, that of the United States, Britain and other countries all exceed 2 percent, said Li.

"The limited military strength of China is solely for safeguarding its national sovereignty and territorial integrity, and will not pose a threat to any country," said Li.

A report by INS Jane, a European think tank, said China's military expenditures will increase from 119.8 billion U.S. dollars in 2011 to 238.2 billion U.S. dollars in 2015.

"I don't know where the report cited those figures," Defense Ministry spokesman Geng Yansheng said at a regular press briefing in February, adding that China always stands for coordinated development between national defense and the economy.

China will not develop its military strength beyond national security demands and economic capability, and will not conduct an arms race with any country, Geng said.

Li said China is transparent not only with its defense figures, but also about the fact that everything China's defense and diplomatic personnel does is to maintain peace.

"We have made tremendous efforts together with all peace-loving countries and peoples of the world," he said.

By June last year, China had sent a total of 2,044 peace-keeping personnel to 12 peace-keeping zones around the world, and the Chinese navy has sent escort vessels to the Gulf of Aden and waters off the coast of Somalia to protect thousands of commercial vessels from China and other countries, according to Li.

The defense figures came one day before the annual session of the National People's Congress, which sets out government policy for the coming year.

Singapore's Defence Budget to Grow 4% in 2012

Defence, Education & Transport ministries get bulk of budget expenditure

SINGAPORE: More money has been set aside for the Defence, Health and Transport ministries.

The Defence Ministry continues to top the expenditure estimates list with S$12.3 billion set aside, which is four per cent higher than last year's.

The Health Ministry gets S$4.7 billion - about 18 per cent higher than last year's figure.

There will be more spending to ramp up infrastructure such as hospitals and nursing homes, and more subsidies for healthcare institutions.

The Transport Ministry's expenditure will go up by 18 per cent to S$5.3 billion, for infrastructure development such as the downtown line (DTL) and new bus interchanges.

The Environment and Water Resources Ministry too, is getting a bigger budget of S$1.3 billion - up by about 16 per cent.

The bulk of the spending goes to major drainage and sewage projects.

The social sector is also getting a bump up.

The Community Development, Youth and Sports Ministry will see a 15 per cent increase in its expenditure to S$2.1 billion.

This goes into areas such as parenthood programmes, grants to voluntary welfare organisations and social assistance schemes.

The Home Affairs Ministry's expenditure will go up by 10 per cent to S$3.4 billion, where it's expected to beef up on resources for frontline policing.

China's Defence Budget to Double to $238bn by 2015

CHINA'S booming economy means its defence budget will double by 2015 to $238.2 billion, about four times the size of its nearest rival, Japan, according to a report released yesterday by global defence information provider IHS Janes.

The economies of Japan and India, whose defence budgets are the second- and third-largest in the Asia-Pacific region, have both been flagged "at risk", a grading carrying serious implications for their respective defence requirements, the report warned.

It tracked the economies of the Asia-Pacific's 13 biggest defence spenders, including Australia and its Anzac partner New Zealand's whose economy was also graded "at risk".

The report reinforces regional concerns about China's military build-up.

But it also raises questions about other states in the region keen to modernise ageing arsenals.

"This isn't a three-horse race (China, India and Japan). Taiwan's rate of investment means it has overtaken Singapore in terms of defence spend by 2015, while Vietnam and Indonesia are also forecast to increase defence spending at a rate that exceeds GDP growth.

"China's rise is not the only motivator. There are a number of lingering security issues, driven by competition for untapped natural resources, that are prompting many states to increase their defence to GDP (gross domestic product) ratio," said IHS Janes senior analyst, Paul Burton.

Both Japan and India are likely to rein in defence spending due to economic challenges.

Japan's government debt and investment needed after Fukushima (earthquake) will impact on defenece spending, the report forecast.

While firm economic growth is predicted in Australia from 2012-15, the federal government's promise to set real defence growth at 3 per cent raises doubts as to whether the defence budget will be large enough to meet demands for an ambitious equipment program.

Australia, the region's fifth-biggest military purchaser, spent $23.6 billion on defence last year, a figure expected to rise to $27.5 billion by 2015.

On New Zealand, IHS-Janes warned a significant deterioration in medium-term public finances since 2009 combined with post-disaster reconstruction following the Christchurch earthquake would constrain the government's ability to deliver on its 2011 defence capability plan.

The economy of New Zealand, the Asia-Pacific's 13th-biggest defence spender's remains "at risk".

The government is looking to roll out P70 billion-worth of projects over the next eight years for both the military and defense department, Defense Secretary Voltaire Gazmin revealed on Friday.

Included in these projects are planned acquisitions of military equipment such as fighter jets, long-range patrol aircraft and multi-role vessels.

Gazmin, speaking to reporters after the launch of the Defense Acquisitions System Assessment at Camp Aguinaldo, said also included are "big ticket" items such as radars and other major improvements in the military.

The acquisitions will be carried out until the year 2020. Gazmin also said the programs that will benefit from the spending will impact on both internal security matters and territorial defense needs of the country.

Gazmin said they will deploy teams to various countries starting Saturday to scout for possible equipment. "Take ships: From Europe, from the US, from Asia - We'll take a look and evaluate which is best and affordable for us, and we'll prioritize that, not necessarily those made in America," he said in Filipino.

Singapore has the Largest Defense Expenditure in South East Asia

Singapore has the largest defense expenditure in South East Asia, and, in 2008, the country had the world’s fourth-largest per capita defense expenditure, behind only Israel, the US and Oman. The country’s defense expenditure is high due to the small size of the country’s armed forces and consequent ever-present requirement to upgrade the country’s defense equipment and procure advanced technology in order to compensate for the country’s lack of manpower (reference figure).

Singapore has the largest defense expenditure in the South East Asian region, and the country’s defense spending is expected to increase substantially by 2016. The country’s defense expenditure is primarily driven by the threat of terrorist organizations such as Jemaah Islamiah, and the country’s focus on the protection of important trade routes, such as the Strait of Singapore and the Strait of Malacca, from the threat of piracy. Singapore’s army is relatively small, resulting in the country using technology as a force multiplier, another factor which increases its defense expenditure. The country’s small size also renders it unable to provide adequate training facilities for its armed forces personnel. As such, the country relocates army training facilities to foreign countries, a decision that creates the need to purchase training stations and detachments overseas.

From 2011 to 2016, (the forecast period), Singapore is expected to invest in advanced technology for its armed forces, including purchases in areas such as such as stealth technology, unmanned technology and precision guided systems. Homeland security expenditure is also expected to increase the demand for CCTV, advanced electronic systems and biometric checking.

As Singapore is investing in advanced technology for its armed forces, it requires technology transfer agreements for all defense procurements in order to ensure future repair and maintenance and to enable the customization of equipment in accordance with the country’s needs. Additionally, Singapore’s FDI (Foreign Direct Investment) policy allows foreign defense companies to establish a fully-owned subsidiary in the country and, in order to further encourage investment, favorable tax laws also exist for foreign companies.

Singapore procures the majority of its defense equipment from foreign companies, with its defense imports driven by the country’s policy of utilizing technology to improve the efficiency of its armed forces. Some of Singapore’s major defense imports include arms, ships, missile systems and armored vehicles. Historically, the largest supplier of arms to Singapore was the US; however, from 2005 to 2010 (the review period), countries such as France and Germany have made substantial inroads into the country’s defense industry.

The Singaporean Government prefers technology transfer agreements for defense equipment acquisitions, and, as a result, this is the most common route for original equipment manufacturers (OEMs) to enter the domestic defense industry. In order to procure spare parts and other common equipment, the government also has an online portal, the Ministry of Defense Internet Procurement System (MIPS), through which registered suppliers are issued with a smart card, and only such companies are allowed to enter the bidding process for defense equipment. Defense suppliers obtain a smart card through registration with the defense ministry. Additionally, Singapore has devised an innovative procurement method through lease-to-own arrangements, a policy that substantially reduces initial capital investment, gives Singapore early access to advanced defense equipment and reduces Foreign Military Sales (FMS) commission. Foreign OEMs can therefore enter Singapore’s defense industry by offering equipment through lease-to-own arrangements.

Singapore is a relatively small country, with a total land mass of 710 square kilometers. The size of the country limits the land available for the establishment of manufacturing facilities, a factor which acts as a barrier for foreign companies considering investing in Singapore. The country’s declining birth rate, small population and resultant labor shortage also act as barriers to entry. The country’s acute land shortage is reflected by the fact that the Singaporean Government trains military personnel at foreign facilities.

Air Force Defends B10bn Budget Call

The air force is defending its request to the government for 10 billion baht for post-flood rehabilitation work.

Air force chief Itthaporn Subhawong said the flood caused vast damage to expensive facilities and high-technology communication systems and armaments.

Cutting the budget would compromise the air force's ability to do its job.

Prime Minister Yingluck Shinawatra has questioned why the air force needs so much and asked for more detail, Defence Minister Yutthasak Sasiprapa said.

The prime minister, who visited the Defence Ministry yesterday, said the air force should prioritise spending and break it down into more detailed figures.

ACM Itthaporn said the air force asked for 10,563 million baht. He said the damage was assessed by a government-appointed committee.

"The budget we proposed truly reflects the amount of damage the air force incurred," he said.

Some equipment that was not totally ruined would be fixed, not replaced.

"We understand flood recovery in the country will be expensive. But the air force is one of the country's main defence systems.

"If rehabilitation is insufficient, we won't be able to function with the same level of capability as before," he said. The faster the money is disbursed, the sooner the force will get back on its feet.

The source said the air force may still consider trimming the funding request by up to 1.3 billion baht. It would carry out as much repair work as possible rather than acquiring new equipment.

Ms Yingluck plans to visit the air force again on Wednesday, when she will also visit the army. She will drop in on the navy the next day. "We must work together and treat each other with honour," she said. Gen Yutthasak said Ms Yingluck plans to visit the Defence Ministry regularly and have lunch with the armed forces leaders every two months as part of a policy of forging closer ties with the military.

Singapore's Ministry of Defence is likely to spend US$23 billion (S$29.6 billion) on purchases of patrol aircraft, helicopters and other military equipment by 2015, according to a new report by IHS Jane's.

Mr Nicholas de Larrinaga, emerging markets analyst at IHS Jane's, said that Singapore's defence budget was seen rising by more than 50 per cent between 2010 and 2015 to more than US$14 billion.

Singapore allocated US$9.39 billion for defence in its budget for the fiscal year beginning April 2011, a rise of 5.4 per cent from 2010/11.

IHS Jane's said Singapore was an attractive choice for Western defence firms because of its relative transparency and its commitment to open-market acquisitions.

30 bln USD set aside for construction, socio-economic tasks

The Government will earmark almost 634 trillion VND (30 billion USD) of the 2012 State budget for activities such as construction, debt payment and other socio-economic and national defence tasks.

More than 80 percent of the country's National Assembly (NA) deputies reached consensus on the final allocation and its breakdown at the ongoing second session of the 13th tenure's meeting in Hanoi on Nov. 14.

The bulk of the sum, over 526 trillion VND (25 billion USD), would be spent on development investments including basic construction (4.5 billion USD), trade, tourism and investment promotions. The allotment would also be allocated to funds for preferential loans for the disadvantaged and labour exports.

The programme on East Sea, island and maritime police, and key oil and gas projects will receive 2.9 trillion VND (138 million USD) and 3.5 trillion VND (166 million USD) respectively from the capital construction development category.

The Government will also spend 100 trillion VND (4.76 billion USD) to pay back debts and 98.8 trillion VND in aid offerings.

National defence was allocated 70 trillion VND (3.3 billion USD), with half the sum (35 trillion VND) going to security.

Salary reform activities will receive 43.3 trillion VND (2 billion USD).

The breakdown for each sector, ministry, central-level agency and individual provinces and cities was also included in the allocation plan.

The NA agreed with the Government's proposal to add 3 percent to this year's budget for the 50 localities that are eligible to receive State funding.

With the aim of spurring tourism, law-makers also agreed to offer 820 billion VND (39 million USD) in aid to 55 provinces to build tourism infrastructure. Specific allocation plans will be determined after the Government reviews the urgency and suitable amount for each locality.

The legislature, however, did not agree with suggestions to expand the allocation scale of the State budget beyond the current eligible localities. The NA argued that haphazard investment did not go with the Government's latest policy to restructure the economy, which required focused and effective investment.

The focus of the investment should be on agriculture, rural development and regions with large areas of land suitable for rice cultivation. These regions, according to the NA, had received limited funding from other economic sectors.

House in uproar over relief supplies

Alleged foul play in the procurement of flood relief bags continued to take centre stage in the budget debate that concluded in parliament yesterday.

Democrat Party MP for Samut Songkhram Rangsima Rodrasamee produced a bag of necessities that the government's Flood Relief Operations Command (Froc) had commissioned.

She claimed the Froc bought a five-kilogramme bag of rice of a normal grade for 195 baht when the market price was 85 baht.

Miss Rangsima said medicines in a packet from the Health Department should be free but the Froc claimed to have bought them.

Canned fish, canned vegetables and instant noodles should have been cheaper than their Froc-recorded prices if they were procured wholesale, she said.

She also alleged a woman identified only as Kratae, who was a secretary to a government MP, had tampered with the bills of rice procured for flood victims by raising the prices.

She said an exorbitant price was marked for 23,500 bags of rice delivered at Nonthaburi's Suankularb Wittayalai School, which is an emergency shelter.

Democrat list MP Boonyod Sukthinthai said mobile toilets were also overpriced.

Justice Minister Pracha Promnok, who is also the Froc's director, said relief bags were closely controlled and monitored. A report unveiled by a Froc inquiry panel led by Yanyong Puangrat, permanent secretary for commerce, said no officials had been found to be involved in the allegations of overpriced relief bags.

The Prime Minister's Office and the Department of Disaster Prevention and Mitigation, not the Froc, were responsible for buying relief bags priced at 300 baht, 500 baht and 800 baht, he said.

Pol Gen Pracha said distribution was considered based on the bag's content, cost and destination.
Places flooded for longer periods were given 800-baht bags, while recently flooded places were given smaller 300 baht bags.

"Before approval, all prices had been checked by me personally," he said.

Meanwhile, a 10% cut in the Defence Ministry's budget could compromise the military's efficiency, army chief Prayuth Chan-ocha said.

"We have no idea what to do. This is necessary. The nation is facing a disaster," Gen Prayuth said.
The money from the cut will be used for flood assistance.

For the 2012 fiscal year, the Defence Ministry has asked for 81.7 billion baht for the army, 32.9 billion baht for the navy, 32.1 billion baht for the air force, 13.2 billion baht for the Royal Thai Armed Forces Headquarters and 5.9 billion baht for the Office of the Permanent Secretary for Defence.

However, the requested budget for each agency is subject to the 10% deduction.

The reduced budget will affect plans to maintain and buy military equipment, Gen Prayuth said. The military may not be able to operate to its full capacity.

Military operations in the deep South face a budget cut of about 3 billion baht.

TNI AD Dapat Rp14 Triliun Pengadaan Alutsista

Magelang (ANTARA News) - Tentara Nasional Indonesia (TNI) Angkatan Darat mendapat alokasi pengadaan alat utama sistem senjata (alutsista) dari pemerintah sebanyak Rp14 triliun.

Kepala Staf Angkatan Darat, Jenderal TNI Pramono Edhie Wibowo di Magelang, Jumat, mengatakan, hasil terakhir dalam sidang kabinet terbatas dengan Presiden Susilo Bambang Yudhoyono, TNI AD diberi porsi untuk pengadaan alutsista Rp14 triliun.

Ia mengatakan hal tersebut usai acara Wisuda Purnawira Perwira Tinggi TNI AD di Akademi Militer Magelang. Pada kesempatan tersebut diwisuda 166 perwira tinggi TNI AD yang telah memasuki masa pensiun, antara lain Jenderal TNI (Purn) Agustadi Sasongko Purnomo, Jenderal TNI (Purn) Djoko Santoso, dan Jenderal TNI (Purn) George Toissuta.

Menurut Pramono, anggaran tersebut antara lain akan digunakan untuk membeli tank, roket, meriam, dan helikopter.

Ia mengatakan, untuk pengadaan alutsista tersebut TNI AD telah menugaskan Wakasad TNI AD untuk melihat langsung pabrik senjata di Eropa bersama tim dari Kementerian Pertahanan.

Menurut dia, alutsista yang akan dibeli misalnya main battle tank atau tank berat yang selama ini Indonesia belum pernah memiliki. "Jika ini bisa diwujudkan maka Indonesia akan menjadi negara yang seimbang dengan negara tetangga," katanya.

Ia mengatakan, dengan kondisi perekonomian eropa yang sedang tidak baik maka mereka membutuhkan uang tunai sehingga mereka menjual senjata dengan harga murah.

Ia menuturkan, dari plafon untuk pembelian 44 tank berat, ternyata mereka menawarkan untuk pembelian 100 unit tank berat.

"Indonesia sebenarnya diuntungkan dengan situasi ekonomi Eropa kurang baik saat ini, mereka berani menjual dengan harga murah, sedangkan Indonesia butuh peralatan tersebut," katanya.

Pramono mengatakan, untuk pengadaan helikopter Apache, Indonesia dapat harga khusus, dari harga 30 juta dolar AS perunit mendapat keringanan 5 juta dolar US perunit sehingga harganya menjadi 25 juta dolar US perunit.

"Karena membeli delapan unit helikopter maka dapat menghemat dana hingga 40 juta dolar AS," katanya.

Ia mengatakan, pengadaan alutsista tersebut harus selesai tahun 2014 sesuai anggaran yang disiapkan pemerintahan saat ini.

President Aquino Orders Release of P10 Billion for AFP Modernization Program

President Benigno Aquino III has ordered the release of P10 billion for the military’s modernization program, including P1.6 billion for new Air Force planes which will all be purchased by the end of the year.

But deputy presidential spokesperson Abigail Valte made it clear Sunday that the release of the P10 billion for the Armed Forces of the Philippines modernization fund had nothing to do with the government’s ongoing skirmish with the Moro Islamic Liberation Front (MILF).

“This (release of the P10 billion) was already in the works. It just so happened that we are releasing this money just now,” Valte told state radio dzRB when asked whether the release was connected to last week’s bloody clash between government and MILF troops in Al Barka town in Basilan that left 19 soldiers dead.

Valte said the new military equipment to be purchased was essentially for the modernization of the AFP. “It will help them do their work wherever that is.”

She said Budget Secretary Florencio Abad was now preparing the special allotment release orders for the P10 billion, adding that the money will be sourced from the appropriations of the 2010 and 2011 national budget at P5 billion each.

In a phone interview, Abad said the military had just recently finalized its shopping list because officials had to reassess it “because of recent tension in the region and concerns for territorial integrity.”

“They had to balance internal security concerns with regional territorial concerns,” Abad told the Inquirer.

Abad said he expected the military to complete the new purchase by the end of the year.

The P10 billion will now bring to P15.3 billion the total amount released for the AFP modernization program since President Aquino took office last year.

In a statement, Abad said the amount would not only fund the purchase of new equipment but also provide training to soldiers.

From the P5-billion fund for the 2010 appropriations, Abad said the military planned to equip the Philippine Army with 14 armored personnel carriers, 272 20-man pack radios and 3,480 force protection, all amounting to P1.4 billion. The Philippine Navy will procure a P2-billion strategic sealift vessel while the Philippine Air Force will acquire one special mission aircraft and two light lift aircraft amounting to P1.6 billion.

Abad said the 2011 budget would be used by the military to purchase vehicles for civil military operations, health service and disaster response activities.

These include 32 five-ton dump trucks and 55 special purpose vehicles for the Army; two search and rescue helicopters, 30 special purpose vehicles and 15 amphibian vehicles for the Navy.

Also included on the shopping list using the 2011 budget were weapons and communication equipment, according to Abad.

The Army will get 1,376 handheld radios, 210 AV configuration radios and 100 base radios as well as 150 mortars while the Air Force will get 78 units of audio-video equipment, 160 portable radio receivers, 100 sniper rifle systems and 2,000 standard weapon systems.

JAKARTA – Badan Nasional Pengelolaan Perbatasan (BNPP) telah mengajukan usulan anggaran pembangunan daerah perbatasan Rp5 triliun pada 2012. Namun, usulan tersebut belum semuanya disetujui.

“Perlu dicatat, Rp5 triliun itu adalah nilai total untuk semua kementerian yang melakukan program di perbatasan. Sebelumnya anggaran perbatasan sangat sedikit,” ujar Menteri Dalam Negeri merangkap Kepala BNPP Gamawan Fauzi di Jakarta kemarin. Lebih jauh dia menjelaskan, pihaknya secara keseluruhan sudah menyusun program kerja jangka pendek,menengah, dan jangka panjang kepada daerah perbatasan.

Ada 12 provinsi, kemudian 38 kabupaten/kota yang berbatasan dengan negara lain. Nantinya, pembangunan nya difokuskan pada kecamatan perbatasan. “Pembangunan perbatasan prioritas tahun 2012 ada di 39 kecamatan, kemudian tahun 2013 di 32 kecamatan, dan tahun 2014 di 40 kecamatan.

Panjang perbatasan kita saja mencapai 2000 km. Dua kali panjang Pulau Jawa, dan tak semua perbatasan kita berpenghuni,” terangnya. Pembangunan daerah perbatasan, imbuh Gamawan, bukan hanya dilakukan karena muncul kasus-kasus dengan daerah tetangga, terutama Malaysia. Meski diakui, kondisi daerah perbatasan di Indonesia tidak sebagus Malaysia.

Malaysia Sementara itu, dua unit kapal perang TNI Angkatan Laut, KRI Clurit-641 dan KRI Sigurot-864 yang bermarkas di Koarmabar, terlibat dalam patroli terkoordinasi Malaysia- Indonesia (Patkor Malindo) 113 di perairan Selat Malaka. Patkor ini digelar untuk meningkatkan keamanan di wilayah perairan Selat Malaka.

Kepala Dispenarmabar Letkol Laut (KH) Agus Cahyono mengungkapkan, patroli ini telah berlangsung sejak akhir September lalu.Terdapat empat unsur kapal angkatan laut, masing-masing dua dari TNI Angkatan Laut dan dua dari Angkatan Laut Diraja Malaysia.

Dari TNI Angkatan Laut, KRI yang dilibatkan adalah dua KRI dari jajaran Komando Armada RI Kawasan Barat (Koarmabar), yakni KRI Clurit-641 dan KRI Sigurot- 864. Adapun dari Malaysia yaitu KD Gempita dan KD Perkasa.

Pemerintah Anggarkan Rp99 triliun untuk Alutsista

Jakarta (ANTARA News) - Pemerintah menganggarkan sekitar Rp99 triliun untuk biaya perawatan dan pembelian alat utama sistem senjata (alutsista) sampai dengan 2014.

Menteri Pertahanan Purnomo Yusgiantoro di Kantor Kepresidenan di Jakarta, Senin, mengatakan, alokasi anggaran itu merupakan salah satu hal yang dibahas dalam rapat terbatas yang dipimpin oleh Presiden Susilo Bambang Yudhoyono.

"Ini program nasional yang langsung di bawah koordinasi Presiden," katanya.

Rapat terbatas di kantor presiden itu adalah rapat keempat yang membahas tentang alutsista. Menurut Purnomo, rapat tersebut juga membahas finalisasi daftar alutsista yang menjadi prioritas untuk segera dibeli atau diproduksi.

Purnomo mengatakan, sistem senjata yang masih dibutuhkan antara lain kapal selam dan kapal cepat rudal untuk angkatan laut, helikopter serbu dan serang, serta helikopter angkut untuk angkatan darat.

Pemerintah juga akan menentukan sumber pendanaan dari program penguatan alutsista itu. Menurut Purnomo, sumber dana itu bisa dari APBN, pinjaman dalam negeri, atau pinjaman luar negeri.

Dia menegaskan, pemerintah juga telah membentuk "High Level Committee", semacam kelompok yang bertugas untuk mengelola dan mengawasi proses pengadaan dan penguatan alutsista.

"High Level Committee" diketuai oleh Wakil Menhan, Sjafrie Sjamsoeddin dan beranggotakan sejumlah orang dari Kementerian Pertahanan, Kementerian Keuangan, Bappenas, BPKP, LKPP, dan beberapa instansi pengawas internal di kementerian terkait.

Sementara itu, Menteri Perencanaan Pembangunan Nasional/Kepala Badan Perencanaan Pembangunan Nasional (Bappenas) Armida Alisjahbana mengatakan, pemerintah telah menganggarkan Rp99 triliun dalam Rencana Pembangunan Jangka Menengah Nasional 2010-2014 untuk penguatan alutsista.

Pemerintah membaginya menjadi dua alokasi anggaran, yaitu Rp32,5 triliun untuk pemeliharaan dan perawatan alutsista, serta Rp66,5 triliun untuk belanja modal.

Armida menjelaskan, Bappenas akan mengirim surat kepada Kementerian Keuangan sebagai rekomendasi tentang penguatan alutsista itu. Kemudian, menteri keuangan akan menentukan sumber pendanaan program tersebut.

Menteri Keuangan Agus Martowardojo yang juga ikut dalam rapat terbatas menjelaskan, ada empat sumber dana program penguatan alutsista, yaitu sumber pendanaan rupiah murni, rupiah murni pendamping, pinjaman dalam negeri, dan pinjaman luar negeri.

"Ini adalah sumber pendanaan dari pertahanan keamanan, dan ini juga sudah direncanakan sampai dengan 2014," katanya.

Bahkan, menurut Agus, pemerintah telah menyusun rencana setelah 2014. Dia menjelaskan, pemerintah telah mengantisipasi jika pembelian atau produksi alutsista selesai setelah 2014.(F008*P008)

JAKARTA - Menteri Keuangan Agus Martowardojo mengatakan pihaknya sedang mengkaji usulan penambahan anggaran sebesar Rp50 triliun untuk sektor pertahanan. Sebelumnya, Sebelumnya untuk 2011-2014 telah dialokasikan anggaran alutsista mencapai Rp100 triliun. Penambahan ini dimaksudkan untuk menambah kemampuan sistem pertahanan TNI dan Polri.

"Tapi ini masih dalam kajian. Jadi jangan salah quote. Sekarang ada Rp100 triliun dan sedang kita kaji menambah Rp50 triliun untuk 4 tahun, dari 2011 sampai 2014," ungkap Menteri Keuangan Agus Martowardojo pada wartawan usai rapat kabinet terbatas di kantor Presiden, Kamis (8/9).

Dalam rapat terbatas yang langsung dipimpin Presiden SBY tersebut, diarahkan agar anggaran yang besar di Kemenhan dan Mabes Polri fokus untuk alutsista yang perlu peremajaan. Dalam RAPBN 2012, Mabes Polri mendapatkan alokasi Rp34,4 triliun dan Kemenhan mendapatkan anggaran Rp 64,4 triliun.

"Nanti akan ada sekali lagi pertemuan untuk menajamkan (alokasi anggaran) itu. Pertemuan ini sangat bagus antara Menhankam, Panglima TNI, Kapolri, Bappenas dan Menkeu," kata Agus.

Presiden SBY saat membuka rapat sempat meminta agar tidak terjadi mis atau kesalahan lagi dalam penggunaan anggaran. Maksud dari pernyataan Presiden SBY kata Agus, karena pada tahun-tahun sebelumnya seringkali anggaran pertahanan keamanan bersisa di akhir tahun anggaran. Hal ini terjadi karena belanja alutsista biasanya mencapai nilai anggaran yang besar.

"Sekarang harus bisa selesai sesuai jadwal. Karena biasanya melewati batas tahun anggaran. Karena itu diperlukan sebuah perencanaan yang baik," kata Agus.(afz/jpnn)

Berapa jumlah anggaran yang disiapkan, Panglima tidak menyebut karena masih menunggu alokasi anggaran yang dan kemampuan APBN. "Berapa yang bisa disediakan Menkeu (Menteri Keuangan)," ujar Agus Suhartono.


Dia menambahkan TNI pada prinsipnya memaparkan kebutusan Alutsista namun semua tergantung pada kemampuan negara dalam hal ini APBN. "Anggaran untuK TNI, pemeliharaan dan pengadaan Alutsista hampir 2/3 dari total anggaran. Dan 1/3 untuk gaji pegawai/TNI ," sergahnya.

Aquino orders release of P4.95 billion for AFP territorial defense

MANILA -- President Benigno Aquino III has directed the release of P4.95 billion to enhance the Armed Forces of the Philippines’ (AFP) capability to secure the territory of the Philippines.

Budget Secretary Florencio Abad said the fund will be used for the necessary capability requirements of AFP in its territorial defense operations, including providing a strong security perimeter for the Malampaya Natural Gas and Power Project.

“We are ensuring that each and every peso spent by the AFP will directly result in better equipment and other operational support for our men-and-women in uniform,” he said.

The amount is divided between the capability requirements of the Philippine Navy and Philippine Air Force.

Of the P4.95 billion, P2.65 billion will fund base support and logistic system, coast watch requirements; and the acquisition of a high-endurance cutter sea vessel and three helicopters of the Philippine Navy.

Meanwhile, the Air Force will be using P2.30 billion to purchase three helicopters and develop a base-hangar.

The total amount of P4.95 billion is charged against the Special Account in the General Fund (Fund 151) being maintained by the Department of Energy for Malampaya Revenues.

Abad said the use of the amount released to the AFP should be in compliance with budgeting, accounting and auditing rules and regulations to curb discretion on the management and spending procedures and allocation.

Pursuant to Section 97 of the General Appropriations Act of 2011, the Chief of Staff was instructed to ensure that transparency and accountability provisions are complied with and that status of procurements and other financial operations are posted on the AFP official websites and those of the major services.

In April this year, P423 million was released to the AFP-General Headquarters for the acquisition of vessel US Coast Guard Cutter Hamilton that will be used to secure the Malampaya project and other Philippine claimed areas in the West Philippine Sea particularly the Reed Bank and Kalayaan Island group.

Australia Approves Defence Projects Worth AUD 3 billion

Defence capability projects approved

The Minister for Defence, Stephen Smith, and Minister for Defence Materiel, Jason Clare today announced that the Government has approved four major Defence capability projects.

The projects are:

The acquisition of over 950 new four wheel drive vehicles as well as trailers and associated equipment for training purposes (combined first and second pass approval for the acquisition of Light and Lightweight Tactical Training Vehicles under Land 121 Phase 5A);

The upgrade of Navy’s current long range Standard Missile-2 (SM2) air defence missiles for future use by the Air Warfare Destroyers (SEA 4000 Phase 3.2 combined first and second pass approval);

Funding for a collaborative international study into the upgrade of the air defence Evolved Sea Sparrow Missile fitted to the ANZAC Class frigates and Air Warfare Destroyers (SEA 1352 Phase 1A combined first and second pass approval); and

An Enhanced Military Satellite Capability for the Australian Defence Force (ADF), including transportable land satellite communications terminals and upgrades for satellite communications on Navy platforms (Joint Project 2008 Phase 5B first pass approval).

These approvals are estimated to involve expenditure of around $550 million. When complete, the projects are estimated to involve a commitment toAustralia’s national security of expenditure of around $3 billion.

New Training Vehicles (Project Land 121 Phase 5A)

The Government has approved the acquisition of over 950 new ‘G-Wagon’ four wheel drive vehicles from Mercedes Benz Australia Pacific Pty Ltd, together with around 200 modules and 830 trailers.

The modules will be manufactured and integrated onto the vehicles by G. H. Varley Pty Ltd in NSW and the trailers will be sourced from Queensland-based Haulmark Trailers (Australia).

This approval is subject to successful negotiations with the respective companies.

This project will provide the Australian Army with a fleet of tactical vehicles and an enhanced training capability to prepare for operations in protected vehicles.

The approved value is around $425 million. The Australian industry component is worth more than $100 million.

Upgrade of the Standard Missile-2 (SEA 4000 Phase 3.2)

The Australian Defence Force’s inventory of SM2 missiles carried by the Adelaide Class frigates will be both upgraded and converted for use by the Air Warfare Destroyers.

The conversion of the missiles will allow them to be used in the Air Warfare Destroyers and provide an enhanced anti-aircraft and anti-ship missile defence capability.

The SEA 4000 Phase 3.2 project is valued at around $100 million and will be acquired under Foreign Military Sales (FMS) arrangements with theUnited States.

Evolved Sea Sparrow Missile Upgrade (SEA 1352 Phase 1A)

The Government has given combined first and second pass approval for a contribution to the international risk reduction study for the Evolved Sea Sparrow Missile (ESSM).

The ESSM is currently fitted to the ANZAC Class frigates and will be fitted to the Air Warfare Destroyers. This project will upgrade the ESSM to ensure these ships can defend against aircraft and anti-ship missile threats.

This approval involves Australia contributing approximately $20 million to the North Atlantic Treaty Organisation (NATO) Sea Sparrow Project Office to conduct the study to develop an upgraded ESSM.

The total cost of Project SEA 1352 Phase 1 is cost capped between $1 billion and $2 billion in the Public Defence Capability Plan.

Enhanced Military Satellite Capability (Joint Project 2008 Phase 5B)

The Government agreed to first pass approval for Joint Project 2008 Phase 5B – Enhanced Military Satellite Capability.

This project will deliver a comprehensive wideband satellite communications capability for the Australian Defence Force (ADF) and will take advantage of Australia’s investment in the US Wideband Global Satellite Communications system.

Phase 5B will include the delivery of transportable land terminals to equip ADF elements, upgrades for the satellite communications fit on Royal Australian Navy platforms and the establishment of a satellite communications network management system.

Funding of $12 million has been approved for first pass to second pass work. This work includes project development and risk mitigation studies including in relation to the potential upgrade of the Geraldton ground station and a new ground station facility in Eastern Australia.

The total cost of Joint Project 2008 Phase 5B is cost capped between $300 million and $500 million in the Public Defence Capability Plan.

Menhan akan Modernisasi Alutsista


Jurnas.com PENINGKATAN alokasi dana APBN Departemen Pertahanan menjadi Rp64,4 trilyun dari sebelumnya sebesar Rp45,2 trilyun akan dialokasikan untuk modernisasi Alat Utama Sistem Senjata (Alutsista). "Akan digunakan untuk belanja pegawai. Belanja modal akan meningkat, ini kesempatan baik untuk memodernisasi alat persenjataan kita,"kata Menteri Pertahanan Purnomo Yusgiantoro di Kementerian Pertahanan di Jakarta, Senin (22/8).


Menhan mengharapkan untuk selalu ada peningkatan anggaran tiap tahunnya. "Jika bisa terus dilakukan peningkatan, saya kira reformasi jilid II, khususnya alutsista bisa dilakukan,"ujarnya.


Dia menjelaskan, reformasi jilid I pada 1998 difokuskan pada restrukturisasi organisasi, dan profesionalisme prajurit, sedangkan reformasi alutsista terlupakan, sehingga perlu dilakukan upaya untuk itu. "Hampir 14 tahun dari mulai jaman reformasi, Alutsista kita ketinggalan, sehingga perlu ada modernisasi. Peningkatan angaran ini akan kita gunakan untuk alutsista,"jelas Menhan.


Ditambahkan Menhan, alokasi dana APBN 2012 ini akan dibagi-bagi penggunaannya. "25-27 persen untuk modernisasi alutsista, belanja pegawai 47-50 persen, dan untuk pemeliharaan 25 persen,"jelasnya.
