Philippine Navy Eyes Joint Maritime Exercises with Thai, Vietnamese Counterparts

MANILA, Philippines—The Philippine Navy plans to hold joint maritime exercises with its Vietnamese and Thai counterparts as part of efforts to strengthen ties with the navies of neighboring Asian countries, a military spokesman said.

Lieutenant Colonel Omar Tonsay disclosed this following the visit of a Philippine Navy delegation led by its chief, Vice Admiral Alexander Pama, to Vietnam on March 11-14 and Thailand on March 14-17.

The Philippine delegation toured the Naval Shipyard X46 or the Hai Long Shipbuilding Co. in Vietnam, which is equipped with state-of-the-art shipbuilding and repair facilities and which is capable of building warships and military vessels, Tonsay said.

“This visit is expected to provide opportunities for the conduct of joint maritime exercises in the West Philippine Sea (northeast of Vietnam) and other common maritime domains following proper diplomatic channels under guidance from the Department of National Defense,” Tonsay said.

“Sharing of shipbuilding expertise is clearly seen as one possible area for cooperation during this tour,” Tonsay added. The delegation, he said, suggested possible training for Philippine Navy personnel at the X46 shipyard.

Likewise, the leaders of the two navies discussed a proposal to establish a communication hotline between the operations centers of the Philippine Navy and the Vietnam People’s Navy (VPN) especially for search-and-rescue operations.

Pama and VPN’s commander in chief, Admiral Nguyen Van Hien, also signed the standard operating procedure regarding interactions among Philippine and Vietnamese navies’ personnel in the vicinity of Southeast Cay and the Northeast Cay Island, located between the two countries.

Nguyen offered to host the first “Navy to Navy Talks” with the Philippines in Vietnam in the last quarter of 2012, the Philippine Navy spokesman said.

“The visit paved the way for continued Staff to Staff Talks and exchange of visits between the Philippine Navy and VPN, which is hoped to sustain the active engagements of the Philippine Navy and the VPN and effectively address maritime security issues in common maritime domains,” Tonsay added.

In Thailand, Pama and other delegation members met with the Thai Ministry of Defense and held exploratory talks on avenues of cooperation for the Philippine Navy and the Royal Thai Navy (RTN). Joint maritime exercises and ship visits by the Thai Navy to the Philippines were also discussed.
Likewise, the RTN also committed to host Navy to Navy Talks to further discuss matters that will strengthen the bilateral activities of both navies.

Vietnam Conducts Live Fire Exercise with Su-22M4

The Target Aircraft

After nearly half a year of research the Institute has completed its mission of M-96 M-100CT, ensuring the technical requirements. The flight program was conducted in the report in July 2004, the Institute has performed successful flights of the target M-100CT.

Indeed, before the success of M-100CT, early 2001, VKTPK - KQ has started the project "Research, design, fabrication UAV control program", symbol M-400CT. South East Asian Nations Seek Improved ASW, AEW

Concerns over China’s claims to the South China Sea are sparking an arms race among its Southeast Asian neighbors, some of which have maritime patrol, airborne early warning and anti-submarine warfare (ASW) aircraft high on their priority lists.

China has laid claim to most of the South China Sea, a body of water that includes vital sea lanes and under which lie rich deposits of oil and gas.

In May of last year, Chinese ships reportedly cut the cables of Binh Minh 02, an oil-surveying vessel within Vietnam’s 200-nm exclusive economic zone and operated by the Vietnam Oil & Gas Group. In the same month, two Chinese fighters allegedly entered Philippine airspace, an intrusion related to the disputed Spratly Islands. The Philippine navy also found wooden posts erected on Amy Douglas Bank, Reed Bank and Boxall Reef—all within Philippine-claimed waters. The navy, which promptly removed the posts, accused China of placing them there.

Vietnam’s foreign minister, Pham Binh Minh, and the Philippines foreign minister, Albert del Rosario, met in Hanoi last year to discuss implementation of a defense cooperation agreement.
The dispute with China has led the Philippines and Vietnam to seek closer defense ties with the U.S., a remarkable development in terms of U.S.-Vietnam relations considering their history. It seems that memories of the Vietnam War are no longer a stumbling block. On Sept. 19, Vietnam’s deputy defense minister, Nguyen Chi Vinh, and the U.S. deputy assistant secretary of defense, Robert Scher, signed a memorandum of understanding aimed at boosting military cooperation.

Sources say the Vietnamese are seeking to buy ASW aircraft and have shown interest in the Lockheed Martin P-3. The Southeast Asian nation wants the P-3s to protect its exclusive economic zone in the South China Sea and to help stop Chinese submarines from entering Vietnamese waters. China’s largest submarine base is on the southern tip of Hainan Island, just off the northern Vietnam coast.

Vietnam has a 3,444-km (2,135-mi.) coastline, so it needs long-range aircraft. Advanced sonar-detection equipment also is required to combat China’s increasingly advanced submarines. For ASW, Vietnam has been using four Beriev Be-12 amphibious aircraft that it received in 1981, as well as dozens of Kamov Ka-25/-27 helicopters.

When the P-3s last operated in Vietnam during the war, Cam Ranh Bay coincidentally was their main base. The U.S. Navy used P-3As to patrol the coastline in search of gunboats and Chinese trawlers providing supplies to the Vietcong hiding in South Vietnam.

The other contender for Vietnam’s ASW requirement is the Airbus Military C295. The Spaniards have already developed a relationship there, having sold three Airbus Military C212 maritime patrol aircraft to the Vietnam marine police. The first aircraft was delivered late last year.

The Philippine air force is also seeking to buy maritime patrol aircraft. Some of the models being considered include the Alenia ATR 42MP, Hawker Beechcraft King Air 350ER, Airbus CN235, Viking Air Twin Otter and Bombardier Q-series.

The country’s leaders have also talked up the prospect of the Philippines once again procuring fighter aircraft. The Philippines has had no fighter aircraft since 2005 when it retired its last Northrop F-5.

Philippines President Benigno Aquino, 3rd, disclosed in December that he will be visiting the U.S. early this year and plans to ask U.S. President Barack Obama for military assistance. “I will meet President Obama next year, perhaps by April. I will remind him of our strategic partnership and he might remember that we don’t have a fighter [jet],” Aquino said in a speech to Philippine air force personnel late in 2011. He added that he will ask the U.S. to donate used fighter aircraft to the Philippines, under an arrangement similar to that between the U.S. and Indonesia. The U.S. last year agreed to donate 24 second-hand Lockheed Martin F-16A/Bs to Indonesia, which could then pay to upgrade them to the C/D standard.

Malaysia also has a requirement for fighters and is seeking to buy 18 new aircraft to replace its MiG-29s. The contenders are the Boeing F/A-18E/F, Saab Gripen, Dassault Rafale, Sukhoi Su-30, Sukhoi Su-35 and Eurofighter Typhoon.

The MiG-29s are stationed at Kuantan AFB, in West Malaysia overlooking the South China Sea. If Malaysia ever has an armed conflict with China, it is likely that the fighter squadron at Kuantan will be at the front line. East and West Malaysia are separated by the South China Sea, and Malaysia has a requirement for maritime patrol and airborne early warning (AEW) aircraft to monitor its exclusive maritime economic zone. Malaysia’s defense minister, Ahmad Zahid Hamidi, says Malaysia has a requirement for three AEW aircraft, one each to be stationed in East and West Malaysia and one standby.

Northrop Grumman is proposing to sell the E-2D, Saab is promoting its Saab Erieye radar mounted on an Embraer EMB-145, and Airbus Military is pushing the C295 AEW. Lockheed Martin U.K. and Thales, meanwhile, are each proposing that Malaysia use one of the air force’s existing aircraft, such as a Lockheed Martin C-130, and upgrade it with AEW capabilities using roll-on, roll-off mission systems.

Malaysia’s air force chief, Gen. Rodzali bin Daud, says “It is important to maintain a high degree of situational awareness and central to this is AEW.” Malaysia is relying on ground-based radar supplemented by some Beechcraft King Air 350s fitted with Thales radar, but these small aircraft have limited flying range. Rodzali also says: “Land-based radar’s lack of mobility puts it second to airborne systems.”

Malaysia has a requirement for ASW aircraft as well. Its navy has stated it wants to buy six ASW helicopters. It is considering the Sikorsky MH-60R and the AgustaWestland AW159. Defense Minister Ahmad told DTI’s sister publication Aviation Week & Space Technology in December that “the project is in our pipeline, but because of budget constraints, it hasn’t been given a priority [go-ahead] yet.” Industry executives say the government may be waiting until after the next national election, expected sometime in 2012, before moving ahead with this procurement.

In fact, this is the case with all the other requirements. Malaysia will only allocate a budget and select a winner for its AEW and fighter requirements after the elections.

Malaysia’s Maritime Enforcement Agency (MMEA) is also still waiting for a budget for the five maritime patrol aircraft it plans to acquire on long-term wet leases. Three types are in the running—the RUAG 228NG, Cessna Grand Caravan and Alenia ATR 42MP.

Singapore uses Fokker 50s for maritime patrol and has one of the most advanced AEW capabilities in the region, thanks to its Gulfstream G550s fitted with AEW mission equipment from Israel Aerospace Industries’ Elta Systems. For ASW, it has Sikorsky S-70Bs, but industry executives say is also planning to buy fixed-wing ASW aircraft.

The island nation, unlike other countries in Southeast Asia, has no territorial disputes with China. But Singapore, which is dependent on sea trade for its livelihood, can ill afford to have submarines blocking its sea lanes.

China has been adding Shang-class nuclear-powered subs, while India has announced that it plans to buy six more diesel-electric models. (Russia’s arms export agency, Rosoboronexport, disclosed that it will be proposing Russian-built Amur 650-class subs.) Six French Scorpene vessels from an earlier tender are under construction in India.

Singapore’s closest neighbors have also been adding submarines, largely in response to China’s submarine buildup.

Vietnam’s defense minister, Gen. Phung Quang Thanh, says his country has six Kilo-class diesel-powered subs on order from Russia. Malaysia recently added three submarines: two new Scorpene-class subs jointly built by French and Spanish companies, and one reconditioned ex-French navy Agosta-class vessel. Indonesia has two German-built Cakra-class subs and in December ordered three submarines from South Korea’s Daewoo Shipbuilding and Marine Engineering. Thailand’s navy is eyeing second-hand Type U206As from Germany, according to local news reports.

Russia, Vietnam to Jointly Manufacture Anti-Ship Missiles

Russia and Vietnam are planning to start in 2012 joint production of a modified anti-ship missile, head of the Federal Service for Military-Technical Cooperation Mikhail Dmitriyev said on Wednesday.

“We are planning to build facilities in Vietnam for the production of a version of the Russian Uran [SS-N-25 Switchblade] missile in a project that is similar to joint Russian-Indian production of the BrahMos missile,” Dmitriyev said.

The Uran subsonic anti-ship missile can be launched from helicopters, surface ships and coastal defense batteries. It has a range of up to 250 kilometers (135 nautical miles) and carries a 145-kilogram high explosive warhead.




Russian-Indian joint venture BrahMos Aerospace Ltd, set up in 1998, manufactures supersonic cruise missiles based on the Russian-designed NPO Mashinostroyenie 3M55 Yakhont (SS-N-26).

Sea- and ground-launched versions have been successfully tested and put into service with the Indian Army and Navy.

Russia to Hand Over Full Gepard Missile to Vietnam

In an interview with RIA Novosti on Tuesday 31 / 1, the directors of the Corporation tactical missile system (KTRV), Mr.Boris Obonosov revealed the company had handed over fully theanti-ship missiles Kh-35E for 2009-2010 in Vietnam since the contract was signed before that.

Institute of the General Armament Department of Defense Industry of Vietnam has successfully made sizes 40mm grenade launcher.

The scientific staff of the Institute of Armament (General Department of Defense Industry) completed the study design, trial manufacture of hand-held grenade launcher loader revolver type size 40mm MGL Mk-1 (grenade launcher).

Trial-manufactured products, including grenade launchers and optical viewfinder RDS sync type, the test has achieved the requirements set out in terms of skills, tactics.

Gun weighs 6.3 kg; revolvers contain up to 6 rounds, firing rate 18phat/phut, loader can automatically after each shot. Guns used to be the size 40mm ammunition as the M406 bullet damage, fire smoke M79T.

Hand grenade launcher to fire semi-automatic revolver type size 40mm MGL, the military is using more water because of advantages such as high-speed shooting, big powerful, compact structure, which can be equipped for personal use in accordance with division-level units.The study of the experimental success of this gun opened up the possibility of mass production to put our equipment in the military.

With the experimental success grenade launcher, the authors have completed the construction of the document: Drawings and technical conditions of a grenade launcher; drawings and technical conditions of RDS type optical viewfinder ; user manual grenade launcher.

Vietnam Operasikan Kapal Patroli Meriam Pertama Buatan Lokal

18 Januari 2012, Jakarta: Galangan kapal Hong Ha menyerahkan kapal perang pertama buatan Vietnam ke Angkatan Laut Vietnam (Hải quân nhân dân Việt Nam) di Hai Phong, Senin (16/1) . Kapal patroli meriam kelas TT-400TP pertama diberi nama HQ 272 dipesan oleh Kementrian Pertahanan.

Kapal HQ 272 sukses menembakan peluru tajam saat pengujian dan seluruh parameter kapal sesuai dengan rancangan. Laksamana Pham Ngoc Minh Wakil KASAL, mengatakan kapal HQ 272 akan berkontribusi meningkatkan kekuatan tempur Vietnam, dan yang paling penting, Vietnam secara gradual ahli dalam teknologi pembuatan kapal. Minh menambahkan, kapal ini akan melakukan patroli menjaga kedaulatan perairan, kepulauan dan daratan negara.

Kapal patroli meriam kelas TT-400TP (TT = Tuần Tra/Patroli; 400 = diatas 400 ton; TP = Tàu Pháo = Kapal meriam) mempunyai empat tugas;

HQ272 Warship Handed Over to Vietnam Navy

HQ 272 ships cannon military HQ from Hong Ha Shipbuilding Company (General Department of Defense Industry) shall be delivered to the Navy to put to use. This is the first warship production by Vietnam.


The ship is very modern design, more features, when Vietnam combat at sea, equipped with weapons, modern weapons such as AK 630 guns, combination of low altitude air defense missiles, radar systems, system identify the enemy, electro optic systems, cannon ammunitions, rockets. It is able to continuously operate offshore for 30 days and nights at sustained winds of force 9-10 and waves of force 8. The ship has an operating range of 2,500 miles.



After two years of implementation, the ship HQ 272 was tested and fired live ammunition test, all parameters are guaranteed by design. Navy ships are, the design agency and the Council accepted the Ministry of Defence appreciated the technical quality, fine art, gain full technical features, strategy as approved by the General Chief of Staff of Vietnam People's Army.


Admiral Pham Ngoc Minh, Deputy Commander Chief of Navy, said the ship HQ 272 will contribute to increased combat power for Vietnam Navy, and most importantly, Vietnam is gradually mastering shipbuilding technology, created the initiative in ensuring the technical, equipment, facilities, weapons for national defense and security tasks.

Vietnam Navy Receives Transport Choppers

The Vietnamese Navy received Sunday morning two EC225 helicopters, made by French helicopter manufacturer Eurocopter, in a ceremony at Vung Tau Airport in the southern province of Ba Ria-Vung Tau.

The EC225 is a long-range passenger transport aircraft with an integrated display system and a digital four-axis autopilot.

Commander of the Vietnamese Navy Admiral Nguyen Van Hien (2nd right) and other delegates at Sunday morning's ceremony to receive two EC225 helicopters at Vung Tau Airport in the southern province of Ba Ria-Vung Tau.

The chopper, which is designed for offshore patrol and search and rescue missions, can fly at up to 260 kilometers per hour and reach a flying range of 900 km.

It has seating arrangements for 19 passengers, with an 11-tonne loaded weight.

Aero Vodochody successfully established two new business deals with major international customers.


In September 2011, Aero Vodochody successfully established two new business deals with major international customers, Ministry of defence of Slovak Republic and Vietnam New Technological Appliance One Member Co., Ltd. Both contracts show a strong position of Aero Vodochody as a reliable and high qualified business and engineering partner.


The treaty with New Technological Appliance One Member Co., Ltd. was signed in the first half of September as a result of eight months of negotiations. As a part of it, officials of Vietnamese Ministry of defence and war aircraft visited Aero Vodochody in June 2011. Supply of more than three hundred spare parts for L-39 jet aircraft starts in November 2011. The agreement also contains a trip of engineers of Aero Vodochody who will accomplish an inspection and repairs necessary to extend working life of two L-39C aircrafts, install new monitoring system FAU-39 and train employees of the Vietnamese company.


The contract with Slovak Ministry of Defence was closed in the second half of September. Aero Vodochody will extend working life of airframe of L-39ZA aircrafts for Slovak army.


Both contracts renew relations with traditional business partners and confirm interest of Aero Vodochody for effective cooperation with all countries and companies operating L-39 aircrafts. This way, Aero fulfils its role of original producer who is the most qualified for maintenance and development support.

HSV Tau - 6613 designed by the Damen Group (Netherlands) and constructed in the Song Thu Company contributions to overcoming the lack of equipment for research, survey, surveying the sea, all set chart warning waters of Vietnam, creating favorable conditions for exploration, exploitation, controlling and protection of marine resources.

The vessel line shape and drive systems for adaptive purposes, can be easily rotated even in narrow waters, storm strength on level 12.


The ship is powered by four diesel combination generators, two Azimuth propeller, a propeller nose with the equipment information, navigation, weapons and other modern devices. The scope of operation of the ship is 5000 nautical miles at an average speed of 10 knots.

The ship’s design meets capability allows continuous operation at sea for 60 days and nights. The basic specifications of the ship as follows: Length overall: 66.3 m, maximum width: 13.2 m, depth: 6.5 m, draft at full load 4m, full displacement : 1550 tonnes.

Ship HSV-6613 was officially started in July - 2008, ship was launched in October - 2010. Until this time used for training and sea-trials conducted by military service.

Vietnam Navy Commences Series 400 Twin Otter Training

Victoria, British Columbia - Flight training has now begun for the first contingent of Vietnam Navy pilot delegates as part of the Force's multiple aircraft purchase of Guardian 400 Twin Otters announced in May 2010. The delegates have traveled from Vietnam to Canada to spend 17 months undergoing English language, flight and technical training as part of the purchase contract.

A customized English as a Second Language ("ESL") training course will be conducted in partnership with Camosun College in Victoria, BC. The Aviation Language Familiarization Course will be taught by experienced instructors from the Language Department, and will serve to provide the pilot trainees with a strong base of English language skills as a prerequisite to the flight and technical training included in the Viking/Vietnam agreement.

Once the ESL course is complete, the delegates will undergo the flight and technical portion of the training at Viking's sister organization, Pacific Sky Aviation, located at the Victoria International Airport. Pacific Sky is responsible for delivering all technical and flight training components, including ab-initio, multi-engine and float ratings on various piston and turbine aircraft, before transitioning over to the new Series 400 Twin Otters on wheels and amphibious floats.

Michael Coughlin, Pacific Sky's CEO, stated "as a long time provider of training services, Pacific Sky is excited to work with Viking and Camosun College in providing such an integrated training program for the Navy, and proud to be a part of the worldwide training program for the Series 400 Twin Otter.

Vietnam Announces a 2012 Defence Budget of VND70 trillion (3.3 billion USD)

The Government will earmark almost 634 trillion VND (30 billion USD) of the 2012 State budget for activities such as construction, debt payment and other socio-economic and national defence tasks.

More than 80 percent of the country's National Assembly (NA) deputies reached consensus on the final allocation and its breakdown at the ongoing second session of the 13th tenure's meeting in Hanoi on Nov. 14.

The bulk of the sum, over 526 trillion VND (25 billion USD), would be spent on development investments including basic construction (4.5 billion USD), trade, tourism and investment promotions. The allotment would also be allocated to funds for preferential loans for the disadvantaged and labour exports.

The programme on East Sea, island and maritime police, and key oil and gas projects will receive 2.9 trillion VND (138 million USD) and 3.5 trillion VND (166 million USD) respectively from the capital construction development category.

The Government will also spend 100 trillion VND (4.76 billion USD) to pay back debts and 98.8 trillion VND in aid offerings.

National defence was allocated 70 trillion VND (3.3 billion USD), with half the sum (35 trillion VND) going to security.

Salary reform activities will receive 43.3 trillion VND (2 billion USD).

The breakdown for each sector, ministry, central-level agency and individual provinces and cities was also included in the allocation plan.

The NA agreed with the Government's proposal to add 3 percent to this year's budget for the 50 localities that are eligible to receive State funding.

With the aim of spurring tourism, law-makers also agreed to offer 820 billion VND (39 million USD) in aid to 55 provinces to build tourism infrastructure. Specific allocation plans will be determined after the Government reviews the urgency and suitable amount for each locality.

The legislature, however, did not agree with suggestions to expand the allocation scale of the State budget beyond the current eligible localities. The NA argued that haphazard investment did not go with the Government's latest policy to restructure the economy, which required focused and effective investment.

The focus of the investment should be on agriculture, rural development and regions with large areas of land suitable for rice cultivation. These regions, according to the NA, had received limited funding from other economic sectors.

Vietnam Successful in Research of ERA

Recently, Vietnam has succeeded in researching and manufacturing explosive reactive armor (ERA) that can be fitted on the tank to increase the capacity of armor in Vietnam.

Since 2004, T Institute of Department of Defence of Vietnam has research and development explosive reactive armor (ERA).


In 2007, the T Institute has completed the design of adjacent generations and is a fully developed second-generation armor, restrain capable of B-72 bullet (AT-3 anti-tank missiles ).

Design and manufacture of explosive reactive armor using materials available in the country, this is a significant cost savings. While the technical features surpasses Vietnam's borders and is equivalent to the world's explosive reactive armor.


According to the research staff, explosive reactive armor made in Vietnam are lightweight, easily removable, and quick fully integrated with the Vietnam People's Army tanks.
