Inggris dan Jerman Galau India Pilih Rafale

2 Februari 2012, London: Kemenangan jet tempur Rafale buatan Dassault Aviation, Perancis dalam tender Medium Multi-Role Combat Aircraft (MMRCA), pembelian 126 jet tempur senilai 16,4 milyar dolar oleh pemerintah India. Menimbulkan kegalauan di Jerman dan Inggris, jet tempur Eurofighter Typhoon buatan konsorsium Inggris, Jerman dan Spanyol kalah dalam tender alutsista terbesar di dunia saat ini.

Pemerintah Jerman melalui Steffen Seibert juru bicara pemerintah, menyesalkan keputusan India memilih Rafale dibandingkan Eurofighter, Rabu (1/2).

“Pemerintah Jerman menyesalkan sebuah penawaran dari konsorsium Eurofighter telah diserahkan, hingga sekarang, tidak diterima,” ujar Seibert.

Perdana Menteri Inggris David Cameron pada parlemen mengatakan akan berusaha keras agar India beralih memilih Typhoon, menurutnya pesawat tempurnya bagus. Eurofighter jauh lebih baik kemampuannya dibandingkan Rafale dan Cameron akan berusaha membujuk India melihat dari sisi ini.

Kekalahan ini berakibat hilangnya sejumlah lapangan pekerjaan di Inggris, Jerman dan Spanyol.

Angkatan Udara India telah menghitung Rafale lebih murah dibandingkan Eurofighter dalam harga jual, pembuatan dan biaya perawatan dalam empat dekade usia pakai pesawat.

Konsorsium Eropa masih berharap pilihan India berubah dan memilih Eurofighter. India dan Perancis belum melakukan penandatangan kontrak. Valerie Pecresse juru bicara pemerintah Perancis mengatakan pembicaraan antara Perancis dan India terkait pembelian 126 jet tempur Rafale akan selesai dalam enam hingga sembilan bulan.

Pembelian Rafale menghidupkan kembali produksi jet tempur Rafale, setelah gagal dalam beberapa tender di luar Perancis. Angkatan Udara dan Laut Perancis telah memotong pembelian pesawat Rafale dari 336 unit menjadi 180 unit. Muamar Gaddafi mengumumkan akan membeli Rafale sebelum ditumbangkan dari kekuasaanya. Mantan Presiden Brasil Luiz Inacio de Silva tertarik mengakuisisi 36 unit Rafale tetapi penggantinya Presiden Dilma Rousseff memilih jet tempur lain.

Dassult diminta menyerahkan 18 unit Rafale yang dibuat di Perancis dalam tiga hingga empat tahun. Kemudian, sisa pesawat akan dibangun di Hindustan Aeronautics Ltd (HAL), Bangalore.

Rafale akan memperkuat enam skuadron AU India, setiap skuadron diperkuat 21 pesawat. Rafale dapat mendarat di kapal induk yang dioperasikan AL India, ini kelebihannya dibanding Eurofighter. Rafale hanya memerlukan landasan sepanjang 1300-1400 kaki, cocok dioperasikan di pangkalan dekat perbatasan. Dua mesin Snecma M88 membuat Rafale terbang pada kecepatan supersonik tanpa menggunakan afterburner. Radar Thales Active Electronically Scanned Array (AESA) akan dipasang di Rafale dan India mensyaratkan alih teknologi AESA dalam kontrak pembelian.

Angkatan Udara India telah menyeleksi enam jet tempur, Boeing F/A-18 Super Hornet, Lockheed Martin F-16IN Super Viper, Mikoyan MiG-35, Saab Gripen NG, Eurofighter Typhoon dan Dassult Rafale.

Pemerintah India selalu membeli alutsista dari luar negeri dalam jumlah besar dan disertai syarat alih teknologi. Naif rasanya, suatu negara membeli alutsista secara retail dari luar negeri mempersyaratkan alih teknologi dan bebas embargo.

India juga memesan alutsista dalam negeri dalam jumlah besar. HAL mengumumkan telah memperoleh pesanan 159 helikopter Dhruv untuk Angkatan Darat India. HAL juga akan memproduksi ratusan jet tempur Tejas untuk AL dan AU India.

India Unveiled Details of the Fighter Based on the PAK FA

Indian aircraft maker Hindustan Aeronautics published a few promising fighter specifications FGFA (Fifth Generation Fighter Aircraft), created in cooperation with Russia on the basis of combat aircraft T-50 (PAK FA). According to the description, the Indian version of the aircraft will be network-centric and will act in a group with other FGFA even in areas with "poor communication".

FGFA length was 22.6 meters, height - 5.9 meters, and maximum takeoff weight - 34 tons. The aircraft will be able to fly to a distance of 3.88 kilometers and a speed of two Mach numbers (2.3 thousand kilometers per hour). Will be installed on FGFA engines with thrust vector control management and a maximum deviation of the nozzles 15 degrees.

Each of the two engines of the fighter will be able to develop a thrust of 1,400 kilograms-force (13.7 kilonewton). Probably, this parameter contains an error. For comparison, the turbojet engine AL-41F1S (installed on the Su-35s) is capable of a thrust of 8.8 thousand kilograms-force, and 15 000 pounds-force in regime afterburner.

At the end of September 2011 it became known that the command of the Indian Air Force has selected engines for future fighter aircraft, but did not specify what kind. Reported only that the power plants will be stronger for FGFA AL-41F1 ("Item 117"), intended for prospective fighter T-50.

FGFA will be able to fly at supersonic speed in cruise mode, and maneuver at supersonic speed. In the inner compartment of the fighter can be placed in a mass of weapons to 2.25 tons, and on external pylons - weighing up to 5.75 tonnes. Indian fighter jet fuselage will be made with the use of stealth technology. It should be noted that the development of FGFA in the design stage, so many options listed HAL, can change in one direction or another.Specifications PAK FA until classified.

The contract for the joint development of FGFA was signed by Russia and India in late 2010. Indian version of the aircraft will be established on the basis of the PAK FA, but it will be different from the last version with a single and a double cockpit, engines and airborne equipment. Earlier it was reported that the first flight is scheduled for FGFA 2015. Indian Air Force is going to adopt a 250 fighter FGFA.

FGFA will be co-developed with Russians. Sukhoi Design Bureau (SDB) has been selected as the Russian agency for this development project.
