2014, Indonesia Siapkan Roket 100 Kilometer

BATURAJA, KOMPAS - Tahun 2014 ditargetkan Indonesia sudah mampu membuat sendiri roket berdaya jelajah di atas 100 kilometer. Roket tersebut merupakan proyek jangka panjang dan kolaborasi teknokrat dan birokrat.

"Ini sebuah perjalanan maraton kebangkitan industri pertahanan kita," kata Wakil Menteri Pertahanan Sjafrie Sjamsoeddin, Rabu (28/3), seusai menyaksikan uji coba R-Han 122 milimeter di Pusat Latihan Tempur TNI AD Baturaja, Sumatera Selatan.

Uji coba ini sudah mengalami perkembangan dibandingkan uji-uji sebelurnnya. Sebelumnya, November 2011, peluncuran roket dilakukan dari dudukan berupa karung. Saat ini, PT Pindad sudah membuat peluncur roket yang terdiri atas 16 tabung.

Sjafrie menilai, terjadi kemajuan yang signifikan walaupun harus ada pengembangan kualitas. Rencana berikutnya adalah mengadakan transfer teknologi untuk perbaikan. "Targetnya, jarak tempuhnya tahun 2014 sudah tiga digit dan akan menggunakan seluruh kemampuan multilaunch rocket system," ujarnya.

Saat ini R-Han 122 yang berkaliber 122 millimeter itu memiliki jarak tempuh 14 kilometer. Roket ini diproduksi bersama oleh Kementerian Pertahanan serta Kementerian Riset dan Teknologi.
PT Dahana membuat bahan peledaknya, PT Krakatau Steel membuat baja untuk nozzle dan merakitnya, sementara PT Dirgantara Indonesia memproduksi berbagai komponen seperti selongsong dan sirip.

PT Pindad membuat hulu ledak (warhead) dan memodifikasi mobil untuk peluncur 16 tabung yang bisa berputar 360 derajat.

"Uji coba hari ini penting karena berarti kita sudah membuktikan bahwa konsep kita sudah benar, tinggal memperbaiki saja," kata Direktur Utarna PT Pindad Adik A Soedarsono.

Roket dalam strategi militer sangat penting dalam penangkalan dan penolakan.

Komandan Pusat Kesenjataan Artileri Medan Kodiklat TNI AD Brigjen Aryadi Patmanegara menjelaskan, kalau sudah bisa diproduksi di dalam negeri, akan sangat efisien. Sebab, seperti roket yang dibeli Singapura dan Malaysia, dengan jangkauan 43 kilometer dan 40 kilometer, harga seluruh sistemnya, termasuk 18 kendaraan peluncur, mencapai Rp 3 triliun. (EDN)

Quickstep Expects to Secure Long Term Agreements to Manufacture Group 2 and Group 3 JSF Parts

Quickstep Completes First Production Parts for Joint Strike Fighter

Perth – Quickstep Holdings Limited (ASX Ticker: QHL), an Australian-based advanced composites manufacturer, is pleased to announce it has completed the first production parts for the international F-35 Lightning II Joint Strike Fighter (“JSF”) program under the Purchase Order secured by Quickstep in July 2011.

The parts have been presented for acceptance to Northrop Grumman weeks ahead of the schedule agreed with Northrop Grumman in 2009.The parts, assembled access panels for the F-35 aircraft, represent the first “flying” Group 1 parts manufactured by Quickstep for the JSF program. Quickstep initially expects to manufacture approximately one completed part per week and will gradually ramp up in quantity.

Quickstep’s Managing Director, Mr Philippe Odouard, said the commencement of commercial JSF production was a very significant event for the Company and demonstrates that Quickstep has successfully completed the very challenging development, contract negotiation and industrialisation phase and has moved into the production and revenue phase.

“This represents the start of Quickstep’s first major production contract for the international defence industry – a core part of the Company’s growth strategy,” Mr Odouard said.

“With serial production now underway we will be making regular shipments of Group 1 JSF parts to Northrop Grumman and receiving regular cash flow, with the intention of ramping up production over the next 12 months.”

Quickstep recently received its second Purchase Order for Group 1 parts covering manufacturing and delivery throughout 2013. While details of Purchase Orders will continue to remain confidential, the 2013 Purchase Order represents a 3 fold increase in JSF part deliveries compared to 2012 quantities and Quickstep’s production ramp up will be completed to meet this timetable.

“To date, Quickstep has met, and in many cases outperformed, all JSF delivery deadlines agreed with Northrop Grumman – a record of which we can be justifiably proud,” Mr Odouard said.

Quickstep expects to secure Long Term Agreements to manufacture Group 2 and Group 3 JSF parts during 2012, which would increase the number and types of JSF parts the Company, will manufacture.

PT DI Delivers Last CN-235 to Korea Coast Guard

State-owned aircraft maker PT Dirgantara Indonesia (DI) dispatched on Friday the fourth CN-235 maritime patrol aircraft for the Korean Coast Guard (KCG) from its plant at the Husein Sastranegara International Airport in Bandung.

The aircraft is making a ferry flight from Bandung to Kimpo Airport in Seoul after a ceremony attended by, among others, Defense Deputy Minister Lt. Gen. Sjafrie Sjamsoeddin, Industry Deputy Minister Alex Retraubun and South Korean Ambassador to Jakarta Kim Young-sun.

Sjafrie said the delivery proved that Indonesian defense production, especially aircraft, had been accepted at a regional level and was preparing to gain acceptance at an international level.

“The airplane delivery is part of mutual-benefit cooperation between the two countries. We expect this reciprocal relationship to keep improving,” he said in his speech.

Meanwhile, Kim told the attendees that he was pleased and grateful that PT DI had finally delivered the fourth and last CN-235 for the KCG.

“It is particularly encouraging to know that the defense-industry cooperation has grown steadily and expanded considerably in recent years. I believe our defense-industry cooperation is characterized by mutual benefit based on mutual trust through win-win cooperation,” he said.

The ambassador pointed out that Indonesia had ordered a number of South Korean-made aircraft such as the KT-1 Wong Bee trainer and T-50 advanced jet trainer.

Indonesia has also signed a contract to buy three submarines from South Korea and both countries are currently developing a new jet fighter codenamed KFX/IFX.

PT DI president director Budi Santoso said the last aircraft should have been delivered in December 2011 but there was a technical problem with the radar delivery.

“The radar was ordered by the Koreans and the delivery was late. So it was not our fault and no penalties were imposed,” he told reporters on the sidelines of the ceremony.

Budi said the company received non-cash assistance of US$100 million from state lender Bank BNI. A loan of similar value had been secured from another state lender Bank BRI to work on nine C-295 medium transport airplanes procured by the Defense Ministry.

The C-295 is a larger derivative, developed by Spain, of the CN-235 which is jointly designed and jointly produced by both Spain and Indonesia.

Sjafrie expected two C-295s could be delivered before October this year.

PT DI aircraft integration director Budiman Saleh said the contract for the four aircraft was signed in December 2008 in Seoul. The first two aircraft were delivered in 2011 on March 7 and 13 respectively while the third aircraft was delivered on Dec. 23.

He said the aircraft was designed for maritime surveillance and SAR missions, being equipped with various features and instruments such as search radar, forward looking infra red (FLIR), IFF interrogator, tactical navigation, tactical computer system, camera and bubble windows.

Budiman and 10 technicians are on board the airplane during the ferry flight to demonstrate PT DI’s commitment to its customers. Capt. Adi Budi Atmoko is the pilot with Capt. Esther Gayatri Saleh as co-pilot.

Esther said the aircraft would first fly to Tarakan in East Kalimantan in a five-hour flight and rest overnight (RON) there. From Tarakan, the airplane will fly for about four hours to Clark Base in the Philippines for refueling before continuing the journey to Taipei in a three-and-a-half hour flight.

After another RON in Taipei, the aircraft is expected to arrive in Gimpo airport in Seoul on Sunday after flying for about four hours from Taipei.

South Korea is a potential market for PT DI as the Republic of Korea Air Force (ROKAF) currently operates six CN-235s for transport missions and two airplanes for VVIP transport. ROKAF also operates 12 CN-235s made in Spain. PT DI spokesman Sonny Saleh Ibrahim told The Jakarta Post that South Korea still had an option for another eight CN-235s.

“We will start negotiations in 2013 to convert this option into a firm order,” he said, adding that the option was for both the KCG and ROKAF.

Disokong China, Indonesia Akan Bangun Pabrik Rudal

Jurnas.com INDONESIA direncanakan akan memiliki pabrik peluru kendali (rudal) dalam waktu dekat. Rencana ini merupakan tindak lanjut kerja sama Indonesia-China saat kunjungan Menteri Pertahanan RI Purnomo Yusgiantoro beberapa waktu lalu.

"Sekarang sedang dibicarakan untuk membangun pabrik peluru kendali di Indonesia yaitu C-705," kata Purnomo di kantor Kemhan di Jakarta, Selasa (6/2). Kerja sama akan memberi keuntungan bagi Indonesia dalam penguatan pertahanan. Peluru kendali ini punya jarak tembak sampai 140 km.

Selain punya industri pertahanan baru yang akan memberi masukan finansial bagi negara, Indonesia dapat memperkuat benteng pertahanannya dengan rudal yang diproduksi di dalam negeri. "Kalau bisa produksi dalam negeri, kami akan memasang rudal-rudal itu di daerah perbatasan untuk pengamanan," ujarnya.

Kerja sama dengan China ini tidak akan mempengaruhi hubungan dengan Amerika. Saat ini, hubungan China-AS sedang memanas terkait Laut China Selatan. "Indonesia menganut prinsip politik luar negeri bebas aktif. Indonesia tak mau tergantung kepada salah satu negara atau kepentingan, termasuk masalah alutsista," kata Purnomo.

Muhibah Kemhan RI ke China berlangsung 19-21 Februari lalu, memenuhi undangan Menhan China Jenderal Liang Guanglie. Purnomo sempat meninjau dua kompleks industri pertahanan China yang terkait dengan produksi peluru kendali dalam kunjungan tersebut.

Quickstep Selected to Manufacture Carbon Fibre C-130J Aircraft Wing Flaps

Australian advanced materials company, Quickstep Holdings Limited (ASX: QHL –“Quickstep”) has secured its second major aerospace manufacturing program, today announcing it has been awarded the tender to manufacture wing flaps for the C-130J Hercules military transport aircraft.

Quickstep was selected as sole source supplier for the C-130J flaps following an international commercial tender program by Lockheed Martinwhich attracted bids from numerous manufacturers from around the world. Representatives of Lockheed Martin are scheduled to visit Quickstep’s Australian headquarters in the second quarter of 2012 to finalise contract details, which are expected to include a multi-year term and will see Quickstep as sole source global supplier for these part sets.

Managing Director of Quickstep, Mr Philippe Odouard, said that securing the contract represented an outstanding achievement for the Company’s contract manufacturing division.

“The award of this C-130J contract further demonstrates Quickstep’s ability to contest and win major aerospace manufacturing contracts and confirms our competitiveness on the international stage,” Mr Odouard said.

“It is good news for manufacturing in Australia demonstrating that we can keep manufacturing work in country through innovation and high-end capabilities. I would like to pay a particular tribute to the NSW government that supported us in developing the Bankstown facility which will become one of the most advanced in the world. This win could create 60+ new jobs at the Bankstown facility in NSW.”

Sampai 2014, Kemhan Pesan 40 Helikopter

BANDUNG- Kementrian Pertahanan (Kemhan) Republik Indonesia berencana memesan kembali sekitar 40 unit helikopter untuk TNI Angkatan Darat, Angkatan Udara, dan Angkatan Laut kepada PT Dirgantara Indonesia (PT DI). Hal tersebut disampaikan oleh Mentri Pertahanan (Menhan) RI, Purnomo Yusgiantoro.

Menurut Purnomo, sampai tahun 2010 hingga saat ini Indonesia sudah memiliki sekitar 76 helikopter yang digunakan untuk kebutuhan pertahanan. Namun, lanjutnya untuk menambah kekuatan pertahanan, pemerintah juga perlu melakukan penambahan jumlah helikopter, paling tidak 50 persen dari jumlah yang saat ini.

“Sampai saat ini, TNI sudah memiliki sebanyak 76 helikopter, tetapi untuk memperkuat pertahanan, paling tidak kita perlu membangun helikopter lebih dari 50 persen dari jumlah yang sudah ada, atau sekitar 40 unit helikopter,” katanya kepada wartawan saat ditemui usai penyerahan helikopter dari PT DI kepada TNI Angkatan Darat dan TNI Angkatan Laut, di Hanggar Aircraft PT DI, Jalan Pajajaran, (2/3).

Untuk pembangunan sekitar 40 unit helikopter tersebut, Purnomo menyatakan, pihaknya kembali mengggandeng PT DI untuk bekerjasama. Namun, untuk menyelesaikan ke-40 unit helikopter tersebut, lanjut Purnomo, pihaknya hanya memberikan tenggat waktu yang cukup singkat kepada PT DI.

“Kami berharap ke-40 unit helikopter tersebut bisa diselesaikan pada tahun 2014 mendatang, jadi PT DI harus bekerja lebih giat, bekerja lebih keras lagi untuk menyelesaikan helikopter tersebut,” ujarnya.

Hal tersebut juga dibenarkan oleh Ketua Komisi I DPR RI, TB Hasanudin. Dirinya mengatakan, sampai saat ini pemerintah memang memprioritaskan pembangunan pertahanan negara.

“Selama tujuh tahun ini, pemerintah sudah memberikan anggaran tiga kali lipat untuk anggaran pertahanan, karena pertahanan memang menjadi salah satu prioritas dari pembangunan negara,” katanya.

Untuk pembangunan pertahanan tersebut, lanjut Hasanudin, pemerintah memberikan dukungan seratus persen, bahkan unlimited (tidak terbatas). Dan dirinya berharap anggaran yang sudah dan akan diberikan untuk pembangunan pertahanan negara bisa dimanfaatkan sebaik mungkin.

“DPR RI mendukung pembangunan pertahanan negara ini, kami mendukung seratus persen bahkan unlimited, dan kami juga berharap agar setiap rupiahnya bisa digunakan untuk TNI,” ujarnya.

Dan untuk pembangunan pertahanan negara, Hasanudin mengatakan, pemerintah sudah mengalokasikan dana sekitar 4.2 triliun rupiah, termasuk untuk pembangunan ke-40 helikopter tersebut.

“Sampai 2014, kami sudah mengalokasikan dana sebesar 4.2 triliun rupiah untuk pembangunan pertahanan, hal tersebut juga berkat kebijakan dari Kemhan, dan dengan ini industri pertahanan perlu bekerja lebih giat lagi untuk membangun helikopter, kalau bisa dalam satu tahun bisa mengeluarkan 10 unit helikopter, sehingga industri pertahanan bisa menyelesaikannya sebelum pergantian kabinet,” jelasnya.

Ditemui di lokasi yang sama, Direktur Utama PT DI, Budi Santoso mengatakan pihaknya siap menerima pesanan helikopter dari Kemenhan. Menurutnya, jika pihaknya pintar mengatur jadwal, pembangunan helikopter bisa diselesaikan tepat waktu.

“Kita perlu pintar-pintar mengatur schedule nya, agar pembangunan helikopter bisa selesai sesuai dengan target yang telah ditentukan,” katanya.

Hingga saat ini, Kemhan sudah memesan tujuh unit helikopter yang pengerjaannya dilakukan di PT DI. Tiga helikopter yang sudah diselesaikan, yakni seri Bell 421 EP, kemarin diserahkan kepada Kemhan untuk TNI Angkatan Darat dan TNI Angkatan Laut. Sementara empat helikopter lainnya, kini masih dalam pengerjaan. (mga)

BAE Systems Ships More AWD Blocks to Adelaide

Two more keel blocks constructed by BAE Systems for the Air Warfare Destroyer (AWD) program have been shipped to the ASC facility in Osborne South Australia.

Each of these blocks weighs approximately 100 tonnes and are approximately 14 metres long, 17 metres wide and 5 metres high. Both of the blocks left BAE Systems Williamstown shipyard on Monday by barge.


BAE Systems Director of Maritime, Bill Saltzer, said the delivery brought the total number of blocks delivered to ASC to five (the first three having been delivered during 2011) and marked another significant milestone achieved on this important project.


“Construction of another six blocks is already underway in Williamstown, with two more to be delivered in a couple of months and the other four scheduled for completion later this year,” he said.

Mr Saltzer congratulated the BAE Systems staff for achieving further success on this project.

The $8 billion AWD project comprises three ships and will provide the Royal Australian Navy with one of the world’s most capable multi-mission warships. ASC is a member of the Air Warfare Destroyer Alliance which is responsible for delivering the ships to Navy. The five blocks now delivered to ASC will form a large part of the keel of the first ship HMAS Hobart.

South Australia in Box Seat to Win Billion-dollar Defence Contracts

THE national race to snare work in the planned multi-billion-dollar submarine program has largely been won by South Australia, the state's Treasurer claimed in parliament yesterday.

Jack Snelling, who also is South Australian Defence Industry Minister, said in recent weeks he had met with senior leaders in defence, including the federal Defence Minister Stephen Smith, to secure "early opportunities" arising out of the Future Submarine Project.

The planned 12 new submarines are set to be built in South Australia but the other states, particularly Victoria, had hoped to benefit through companies providing key components and infrastructure.

But Mr Snelling said federal Labor and other defence leaders understood that South Australia was "primed to capture a significant share of this work".

"Over recent weeks, I have personally met with senior leaders in defence to reinforce South Australia's focus on securing early opportunities arising out of the future submarine project, including promoting South Australia as the logical home for project design and complementary facilities, such as the proposed submarine propulsion land based facility," Mr Snelling told parliament.

"Under Defence's current plans, the commonwealth will spend up to $250 billion over the next 20 years on acquiring and sustaining new ships and submarines, an enormous opportunity by any measure.

"South Australia is committed to supporting defence with this ambitious target.

"We are primed to capture a significant share of this work with our highly skilled workforce, state-of-the-art infrastructure and experienced maritime industry."

Mr Snelling said during his meeting with Mr Smith, the Minister had reinforced the federal government's commitment to acquiring 12 new submarines to be consolidated in South Australia over the next 30 years.

"The Future Submarine Project will be the largest and most complex defence project ever undertaken by Australia, providing significant job opportunities for South Australians for decades to come," Mr Snelling said.

The Gillard government has said it would build 12 conventionally powered submarines in Adelaide, but has not yet said whether they would be largely Australian-made or a locally constructed off-the-shelf European boat.

The construction of 12 large home-made submarines has been estimated at up to $36 billion.

Mr Snelling said the state was committed to a long-term defence industry and attracting additional defence units, and was well placed given its multi-billion-dollar Collins class submarine sustainment contract and the $8 billion air warfare destroyer construction contract.

However, while he said he supported the industry's Defence Teaming Centre, he could not guarantee its funding next financial year.

BANDUNG (bisnis-jabar.com): PT Pindad (Persero) pelan-pelan menjadi salah satu Badan Usaha Milik Negara (BUMN) yang setiap tahun menghasilkan keuntungan cukup besar. Setiap tahun, angka penjualan yang ditargetkan BUMN yang memproduksi alat utama sistem persenjataan (alustsista) ini selalu tercapai.

Direktur Utama PT Pindad, Adik Avianto Soedarsono kepada bisnis-jabar.com menuturkan jika tahun 2011 lalu perusahaannya kembali meraih keuntungan. “Total penjualan tahun lalu kami mencapai Rp1,5 triliun,” katanya.

Angka penjualan produk terbesar masih dari Tentara Nasional Indonesia. “Itu sampai Rp1,3 triliun,” katanya. Dalam empat tahun terakhir, penjualan alutsista Pindad terus meningkat.

Dalam catatan Adik, trend positif ini terjadi sejak tahun 2008, di mana penjualan alutsista Pindad meraih Rp590 miliar. Jumlah itu meningkat menjadi Rp900 miliar pada tahun 2009, dan Rp1 triliun tahun 2010.

Tahun ini Pindad menargetkan penjualan mencapai angka Rp2 triliun. “Saya harapkan totalnya jadi Rp2 triliun,” katanya. TNI tetap akan menjadi penyumbang penjualan terbesar. “Dari TNI diharapkan menjadi 1,5 triliun,” tutur Adik.

Dari pengadaan amunisi untuk TNI saja, tahun lalu Pindad berhasil menjual hingga Rp700 miliar.(yri)

Electro Optic Systems (ASX:EOS) has announced a new contract valued at $25 million for the manufacture and delivery of remote weapon systems over the next 30 monthsfor an existing customer.

Announcing the contract, the Chief Executive of EOS’ Defence Systems business, Mr Mark Bornholt, said:“This order is for our most advanced model of remote weapon system and brings to over 300 units the total number of orders for this model. It will be filled in EOS’ production facilities in Australia and the USA.

“This product has been in reliable production in the exact configuration now ordered for more than12 months and no changes to our supply chain or production processes will be required. This order will see production of that configuration continue with regular monthly shipments to late in 2014.

“We expect a significant proportion of this order will be produced in Huntsville, Alabama, under the consolidation of remote weapons system capabilities announced by EOS in December 2011.”


EOS CEO, Dr Ben Greene, said that the contract award was particularly satisfying as it is from an existing customer.“EOS is proud of its products and customer-focused culture, but the most important indicator of how well we embody these qualities is customer feedback and follow-on contracts.

“The order raises EOS’ backlog of confirmed, unfilled orders for all products and services to around $45 million deliverable over the next 2.5 years. This backlog is around 1.5 years of revenue at current performance levels, and is strong in terms of past sales performance.

Singapore Next-Gen Concept Rifle

During the Singapore Air Show 2012 ST Kinetics presented a conceptual model of the new generation rifle. The design is developed in the classical system and bullpup.

Family of weapons called Next-Gen Concept Rifle (NGCR) was shown in Singapore in three models: two in the classical system (including a variant of rifle-grenade launcher) and in the bullpup system. It is not clear whether the weapons are, like the Polish MSBS-5, 56, based on a common chamber, the castle, or whether it be two separate rifles, which will be characterized by a high interchangeability of parts. The differences between the prototypes shown at the exhibition would show the parallel design rather two rifles, which are divided among themselves as much as possible components.

Regardless of the structural system, in addition to the standard version will be available also with a shorter barrel sub carbine and sniper rifle with a barrel of greater length and rifle-grenade launcher with a suspended 40-mm grenade launcher (currently STK 40GL). Addition, the weapon has to be adapted to future soldier systems, including the Singaporean individual combat system Advanced Combat Man System (ACMS).

Next-Gen Concept Rifle was designed by ST Kinetics, a subsidiary of ST Engineering. Tiga Pesawat Sukhoi Uji Coba Bom Buatan TNI AU dan Pindad

JAKARTA, KOMPAS.com - Tiga Pesawat tempur Sukhoi dari Skadron Udara 11 Lanud Sultan Hasanudin Makassar, Sulawesi Selatan, melaksanakan uji dinamis Bom Tajam buatan Dinas Penelitian dan Pengembangan TNI AU (Dislitbangau) bekerja sama dengan PT Pindad. Uji coba dilakukan di Lanud Iswahjudi dengan sasaran Air Weapon Range (AWR) Pandanwangi, Lumajang, Jawa Timur, Rabu (22/2/2012).

Dalam siaran persnya, TNI AU menyatakan, ketiga pesawat Sukhoi tersebut menguji Bom Tajam Nasional (BTN)-250 dan Bom Latih Asap Practice (BLA P)-50, dengan tujuan untuk mengetahui daya ledak serta ketepatan sasaran. Kepala Penerangan dan Perpustakan (Kapentak) Kapentak Lanud Iswahjudi, Mayor Sutrisno, menuturkan jika uji coba Bom Tajam Nasional (BTN)-250 tersebut sukses sesuai dengan yang diharapkan, serta mendapat sertifikat kelaikan dari Dislitbangau, kemandirian di bidang alat utama sistem senjata atau alutsista akan terwujud.

"Sehingga pesawat TNI-AU, khususnya Sukhoi memiliki bom sendiri tanpa tergantung dari luar negeri," katanya.

Uji coba disaksikan langsung oleh Kepala Dinas Penelitian dan Pengembangan Angkatan Udara (Kadislitbangau), Marsekal Pertama TNI Basuki Purwanto, mulai dari pemasangan bom di body maupunwing pesawat Sukhoi hingga pelaksanaan pengeboman di AWR Pandanwangi, Lumajang.

RI China Produksi Bersama Peluru Kendali

JAKARTA - Pemerintah Republik Indonesia (RI) dan China sepakat memantapkan proses alih teknologi serangkaian produksi bersama peluru kendali C-705. Proses alih teknologi menjadi syarat utama dalam setiap pembelian alat utama sistem senjata (alutsista) dari mancanegara, termasuk peluru kendali dari China.

"Selain itu, kita juga telah menjajaki kerja sama produksi bersama rudal tersebut sebagai produk nasional," kata Kepala Pusat Komunikasi Publik Kementerian Pertahanan (Kemhan) Brigjen TNI Hartind Asrin, di Jakarta, Senin (20/2).

Rangkaian proses alih teknologi itu, antara lain ditandai dengan kunjungan Menteri Pertahanan (Menhan) Purnomo Yusgiantoro ke China Precision Machinery Import-Export Corporation (CPMEIC) yang menjadi pemegang proyek pengerjaan rudal C-705 yang akan dibeli TNI AL disertai proses alih teknologi.

Sebelumnya, kedua pemerintah telah menandatangani nota kesepahaman kerja sama teknis pertahanan kedua negara. Penandatanganan nota kesepahaman dilakukan Wakil Menhan Sjafrie Sjamsoeddin dan Kepala Badan Pengembangan Teknologi dan Industri Nasional Pertahanan China, Chen Qiufa.

Lima Poin

Nota kesepahaman itu mencakup lima poin. Pertama, pengadaan alutsista tertentu yang disepakati kedua pihak dalam kerangka G to G. Kedua, alih teknologi peralatan militer tertentu yang antara lain mencakup perakitan, pengujian, pemeliharaan, modifi kasi, up grade, dan pelatihan. Tiga poin lainnya adalah kerja sama produk peralatan militer tertentu, pengembangan bersama peralatan militer tertentu, serta pemasaran bersama di dalam dan di luar negara masing-masing. Selama di China, Menteri Pertahanan Purnomo Yusgiantoro melakukan kunjungan kehormatan kepada Wakil Perdana Menteri China Li Keqiang.

Menhan bersama pejabat lainnya berkunjung ke China pada 19-21 Februari dalam rangka memenuhi undangan Menteri Pertahanan China Jenderal Liang Guanglie. "Segera setelah mendarat di Beijing, pada hari pertama, Menhan melakukan kunjungan, menggelar diskusi, serta meninjau dua kompleks industri pertahanan China yang terkait dengan produksi peluru kendali yaitu China Precision Machinery Import-Export Corporation (CPMIEC) dan Aerospace Long March International Trade & co., Ltd. (ALIT)," tulis siaran pers Kedutaan Besar Republik Indonesia di Beijing.

Di akhir pertemuan tersebut dicapai kesepakatan untuk kerja sama industri pertahanan yang meliputi alih teknologi yang diharapkan menguntungkan kedua negara.

Delegasi Kemhan hari ini dijadwalkan melakukan pertemuan dan perundingan dengan Menhan China Jenderal Liang Guanglie, kemudian bertukar pikiran dengan salah satu lembaga riset/produksi industri pertahanan terkemuka lainnya di China yaitu State Administration for Science, technology and Industry for National Defence (SASTIND). Pertemuan lain yang merupakan bagian dari kunjungan itu adalah pertemuan dengan Wakil Kepala Komite Sentral Militer China Jenderal Guo Boxiong yang merupakan orang pertama di Angkatan Perang China (PLA).

Turkey loses bid for Indonesia submarines

Indonesia picks up a South Korean offer for three U209 model submarines instead of a Turkish-German joint offer. Still, the two countries may bid for a tender for the more developed U214 models, Jakarta says.

Indonesia has informed a German-Turkish partnership that South Korea has won Jakarta’s competition for U209 submarines and that the duo should instead focus on the sale of more-developed U214 subs to the Southeast Asian giant, a senior Turkish official has said.

The message was conveyed during the visit of Adm. Agus Suhartono, the chief of staff of Indonesia’s military forces, to Turkey last week, the Turkish official said this weekend.

Turkey, led by the Undersecretariat for Defense Industries, SSM, and Germany, led by ThyssenKrupp’s shipyard, HDW, entered the Indonesian Navy’s competition of more than $1 billion after it came to an end, effectively ensuring Seoul’s victory.

South Korea’s Daewoo Shipbuilding and Marine Engineering announced on Dec. 22 that it had won the Indonesian deal $1.1 billion for three submarines.

As for Turkey, a $2 billion submarine deal with HDW for the joint manufacture of six U214 platforms formally took effect in July, the German company said. Turkish procurement officials also confirmed the information. “As a longstanding partner and supplier to the Turkish Navy, ThyssenKrupp Marine Systems can now begin executing the order. The order will contribute to securing employment at [ThyssenKrupp’s] HDW in Kiel, as well as at many subcontractors in Germany and Turkey, for the next 10 years,” it said.

A major loan deal between German banks and the Turkish Treasury rescued the multibillion-dollar submarine contract between the Turkish state and Howaldswerke Deutsche Werft (HDW) on the last day of 2010, Turkish procurement officials said earlier.

“We will try to work hard to meet the requirements for the second competition [for the U214 deal],” said the Turkish procurement official.The Indonesian side also offered a number of consolations to the Turkish side.

The Indonesians will come up with a $100 million Turkish proposal to make military radios produced by Aselsan, the procurement official said.

The Indonesians separately plan to propose a facility to produce Roketsan-made missiles after they sign a contract with the company.

Jakarta will also produce FNSS-made 8x8 vehicles.

Turkey and Indonesia are two of the largest Muslim countries and are keen to develop their defense industries and ties.

ST Engineering's Land Systems Arm Secures US$46m Defence Export Contract to Supply Patented SRAMS

Singapore - Singapore Technologies Engineering Ltd (ST Engineering) today announced that its land systems arm, Singapore Technologies Kinetics Ltd (ST Kinetics), has secured an order to supply its 120mm Super Rapid Advanced Mortar Systems (SRAMS) to an overseas customer. The contract, worth approximately US$46m (about S$58m), involves the supply of ST Kinetics' patented 120mm SRAMS and spares with delivery to be completed by 2014.

"The 120mm SRAMS offers its operators superior battle proven firepower through its high rate of loading and increased mobility made possible with its extremely low recoil force. This order is affirmation of the compelling and effective solutions we offer to our customers, which are built upon the high standard and quality we demand of our products." ~ SEW Chee Jhuen, President, ST Kinetics.

The 120mm SRAMS is the world's first 120mm patented mortar system with a recoil load of less than 26 tonnes when firing at maximum charge. This allows it to be mounted onto a wide range of light weight 4x4 vehicles for rapid shoot and scoot missions and heli-portability. The SRAMS is also equipped with a semi automatic ammo loader allowing for a high firing rate of 10 rounds per minute, thereby enabling missions to be accomplished with fewer mortar systems. Together with its own command and control, fire control system and ammunition on board the vehicle, the SRAMS offers the warfighter on the ground total direct control of its own firepower.

This contract is not expected to have any material impact on the consolidated net tangible assets per share and earnings per share of ST Engineering for the current financial year.

ACAB Appointed by LIG Nex1 to Develop KFX Fighter Radome Prototype

The Volvo Aero owned company, Applied Composites AB – ACAB – has been appointed by LIG Nex1, a LIG Group company in South Korea, for the development of a prototype stealth radome for the KFX aircraft programme.

ACAB is recognized as one of the leading European suppliers of advanced composite components for military applications. Among other things, ACAB is specialized in advanced radome technology, including the latest generation stealth and low-observable technology. ACAB has supported and supplied Saab for over half a century with radome technology for the Saab fighter programmes. ACAB is the supplier of the Gripen fighter radomes.

LIG Nex1 is South Korea’s number one company on military products. LIG Nex1 is working in close collaboration with advanced global companies. LIG Nex1 is developing state-of-the-art weapon systems, including radar and surveillance systems.

The radome (radar dome) is the streamlined structural part in the nose of the aircraft which protects the radar antenna from wind and weather. It is carefully designed to withstand the mechanical loads without compromising the radar performance. In addition, it increases the survivability of the aircraft due to its sophisticated stealth features.

The KFX aircraft is intended to replace South Korea’s aging F-4 Phantom II and F-5 Tiger II aircraft. The production numbers are estimated to exceed 250 aircraft. The contract includes exploratory development and production of prototypes for an undisclosed contract value. It is still too early to determine the number of people at ACAB that will be involved in development and production.

“In addition, the agreement is considered to be strategically important for ACAB as the company has plans to expand within the commercial and military aerospace segments”, he adds.

14 KCR-40 dan KCR-60 akan Dibangun Hingga 2014

Batam (ANTARA Kepri) - Kementerian Pertahanan Republik Indonesia menargetkan pembangunan 14 Kapal Cepat Rudal di berbagai daerah untuk menunjang pengamanan perairan Indonesia yang akan selesai pada 2014.

"Hingga 2014 kami merencanakan pembangunan 14 Kapal Cepat Rudal (KCR) ukuran 40-60 meter untuk penunjang pengamanan perairan Indonesia," kata Menteri Pertahanan Republik Indonesia, Purnomo Yusgiantoro setelah meresmikan KRC Kujang di Batam, Kamis.

Menteri mengatakan upaya tersebut sebagai langkah pembangunan strategis yang nantinya tidak terbatas pada pengembangan KCR saja, namun juga pada industri strategis lainnya.

"Pembangunan kapal merupakan langkah awal, nanti pembangunan strategis di daerah juga akan mengembangkan industri untuk kekuatan udara dan darat," kata dia.

Pada dasarnya, kata Menteri, selain membangun industri dalam negeri hal tersebut juga membangun kekuatan TNI.

"Pembangunan 14 kapal tersebut baru tahap awal. Kami telah menyiapkan rencana strategis pertahanan hingga tahun 2024 dengan target 44 kapal cepat," kata Menteri.

Panglima TNI Laksamana Agus Suhartono mengatakan Indonesia setidaknya membutuhkan 44 KCR hingga 2024 untuk mengamankan seluruh wilayah laut NKRI dari gangguan-gangguan.

"Setidaknya dibutuhkan 44 kapal hingga tahun 2024 mendatang untuk keperluan penegakan hukum di laut, termasuk pengamanan terhadap pencurian terhadap kekayaan alam Indonesia, dan mencegah penyelundupan," kata dia.

Secara umum, kata dia, seluruh satuan TNI telah memiliki rencana pengembangan pertahanan masing-masing sebagai upaya peningkatan kekuatan.

"Angkatan Darat, Angkatan Laut dan Angkatan Udara telah memiliki blueprint pertahanan untuk membangun kekuatan. Pembangunan akan dilakukan bertahap," kata dia.

Ia mengatakan, salah satu rencana tersebut ialah penggantian utama sistem persenjataan (alustsista) yang sudah uzur dengan alat-alat baru yang akan dibangun, sementara alutsista yang masih bisa digunakan akan terus ditingkatkan kemampuannya.
