Aussies to Improve C-130 fuel Consumption

"We are looking for innovative solutions to the challenges that we face and we hope that working together with Rolls-Royce on this trial will identify some real opportunities to make significant savings on a very large element of any defense budget -- fuel," Air Marshal Geoff Brown, chief of the Australian air force said.
The work will be conducted at air force base Richmond in New South Wales, where the air force's C-130s are based.
"We have a longstanding relationship with the (Australian air force), which will be enhanced by the introduction of this innovative fuel efficiency program," said Nick Durham, Rolls-Royce's president of Customer Business UK and International-Defense.
"We are now using the fuel management expertise and technology that has been developed for civil airlines to advise them on how best to reduce their fuel usage.
"Our experience shows that this could save the (air force) as much as 1-3 percent of their total fuel bill without compromising their operational capability."

Singapore Seeks Tankers, Tranports, ASW

Singapore has at the top of its procurement list aerial refueling tankers, strategic airlifters and anti-submarine warfare fixed-wing aircraft, purchases that will see that the island continues to be, for the next few years at least, the biggest spender on new defense equipment in Southeast Asia.
The 2011 defense budget was SG$12.1 billion ($9.6 billion), accounting for 26% of the government budget and about 5% of gross domestic product (GDP). Some analysts estimate that Singapore, with a population of about five million, spends more on defense per capita than any country but Israel.

The nation’s founder, Lee Kwan Yew, recently said in the book Hard Truths, that “without a strong defense, there will be no Singapore. It will become a satellite, cowed and intimidated by its neighbors.”

Australian air force officials told DTI at the LIMA air show in Malaysia in December that the Singapore air force was interested in the A330MRTT and that the organizers of the Singapore air show were pushing to have a Royal Australian Air Force (RAAF) tanker on display there. The RAAF, however, has declined the request. They say the only reason the A330MRTT was brought to LIMA was because it had to be in Malaysia for a joint military exercise.

These may end up replacing the air force’s nine Fokker 50 maritime patrol aircraft, according to some industry executives. This procurement is in response to the growth of submarine fleets among Singapore’s neighbors. ASW contenders include the Alenia ATR 42MP, Boeing P-8A Poseidon and an IAI/Elta Systems offering, which uses a Bombardier Q400. The Lockheed Martin P-3C was being considered but is no longer in the running.
Not to be forgotten among the airlift, aerial refueling and anti-sub acquisition extravaganza are fighters. Singapore is expected to take interest in Tokyo’s recent decision to choose the Lockheed F-35 Joint Strike Fighter. Like Israel, Singapore and the U.S. enjoy close military relations. Indeed, according to a December 2011 report by the Congressional Research Service on U.S. Foreign Military Sales (FMS), Singapore’s agreement for $530 million worth of FMS placed it in the top 10 leading purchasers of U.S. defense articles and services in 2010 worldwide.

Upgraded New Zealand C-130s Undergo Operational Tests
The Royal New Zealand Air Force's (RNZAF) first pair of upgraded Lockheed Martin C-130H Hercules aircraft are undergoing an operational test and evaluation process, while the remaining three are undergoing an extensive life estension programme (LEP).
"The final three aircraft are being modified at RNZAF Woodbourne under the management of a Ministry of Defence team led by Graeme Gilmore, a highly experience engineering manager and executive," said the NZDF. Work on the first of the three remaining aircraft commenced in April 2011 and should be completed in June 2012.
New Zealand's LEP for its 1960s era C-130s involves a number of major upgrades. It includes refurbishment of the centre wings, refurbishment or replacement of other structural components, rewiring work, and new avionics.
The aircraft also receive new flight management, autopilot, navigation and communications upgrades as well as a glass cockpit.
"This will ensure that the aircraft continue to comply with evolving air traffic control regulations worldwide," said the NZDF.
"Without this upgrade, the aircraft would be restricted in operation in various air traffic environments," it added.
Other benefits include improved airworthiness, easier supportability and improved self protection against new threats.
The Woodbourne team undertaking the work for the final three aircraft includes L-3 Systems, Safe Air, Aviation Labour Group, the RNZAF and other contractors. The first two were upgraded by L-3 Communications in the US.

Cutaway pesawat N-219 (image : Flightglobal)Tahun ini PTDI akan membuat dua prototipe (dua pesawat dalam ukuran sesungguhnya) yang masing-masing akan digunakan untuk test terbang dan tes statis di daratan, kata Direktur Teknologi dan Pengembangan PTDI, Dita Ardonni Jafri di Bandung.
Dijelaskan, rancangan dasar N-219 dimulai tahun 2006 dan sampai dengan 2008 telah menyelesaikan berbagai tes dasar, termasuk tes terowongan angin. PTDI melaksanakan berbagai tes tersebut bekerjasama dengan Badan Pengembangan Pengkajian Teknologi (BPPT).
Pesawat ini memiliki kapasitas 19 penumpang dan dilengkapi dengan dua mesin serta dirancang bisa melayani kebutuhan penerbangan perintis untuk menghubungkan wilayah-wilayah terpencil.
N-219 masih harus menjalani beberapa jenis uji lainnya, di antaranya uji statik pesawat, uji mesin produksi, dan akhirnya uji terbang. Tahun 2014 ditargetkan sudah mendapatkan sertifikasi kelayakan terbang dari Kementerian Perhubungan dan tahun 2015 direncanalan memasuki pasar untuk menggantikan pesawat sekelas yang sudah memasuki usia tua.
Beberapa pemerintah kabupaten telah menyatakan minat untuk dapat mengoperasikan pesawat N-219. Pesawat tersebut memang cocok digunakan untuk menghubungkan penerbangan antar Kabupaten dan daerah-daerah yang terpencil di Tanah Air.
Selain itu, PT Merpati Nusantara Airlines (PT. MNA) juga menyatakan minat untuk mengoperasikannya serta berencana membeli sebanyak 20 pesawat seperti yang pernah disampaikan oleh Menteri BUMN usai rapat kerja bersama Komisi VI DPR RI di gedung DPR pada bulan Juli 2011.
Survei pasar yang telah dilakukan PTDI menunjukkan, saat ini di Indonesia dibutuhkan pesawat sekelas N-219 berkisar 202, terdiri dari kebutuhan sipil 97 buah serta kebutuhan militer dan misi khusus 105 buah.
Di samping dinilai cocok dengan situasi dan kondisi landasan bandara yang tidak mulus, pesawat ini juga mampu lepas landas dan mendarat pada landasan yang pendek (600 meter) dengan stabilitas tinggi, cocok dengan banyak bandara terpencil di Indonesia yang tidak memiliki lahan luas.
Selain itu, pesawat tersebut dirancang agar dapat melakukan manuver dengan baik dan nyaman. Struktur pesawat juga didesain agar dapat membawa bahan bakar yang lebih banyak dibandingkan dengan pesawat lain sekelasnya mengingat tidak semua bandara di daerah terpencil punya fasilitas pengisian bahan bakar.
Pesawat ini dirancang memiliki jarak jelajah hingga 650 Nm (1.200 km) dengan kecepatan maksimum 213 Kts (395 km/jam), sementara harga pesawat lebih murah dibandingkan pesawat lain yang sekelas serta biaya operasionalnya pun relatif rendah.
PTDI sebelumnya telah sukses memproduksi pesawat yang termasuk banyak digunakan di dunia, yakni CN-235 bekerjasama dengan perusahaan CASA, Spanyol. Bahkan sebelumnya juga pernah berhasil menciptakan pesawat lebih besar, N-250 pada pertengahan 1990-an.
Untuk CN-235, sejumlah negara tercatat sebagai pemakai terbesar yakni Turki (60 pesawat), Korea (20 pesawat), AU Perancis (19 pesawat) dan Malaysia (delapan pesawat).
Negara-negara pengguna CN-235 lainnya, ialah Arab Saudi, Azerbaijan, Bophuthatswana, Brunei Darussalam, Burkina Faso, Cile, Kolombia, Ekuador, Irlandia, Jordania, Meksiko, Marokko, Pakistan, Papua Nugini, Afrika Selatan, Senegal, Uni Emirat Arab, Venezuela dan Amerika Serikat.
Pada tahun 2011, PTDI telah mengirimkan tiga pesawat N-235 jenis pengintai maritim kepada Badan Penjaga Pantai Korea Selatan (KCG), yang satu lainnya akan dikirimkan pada Maret 2012.

Dirgantara Produksi 15 Pesawat N-219 untuk Papua

Jurnas.com | PT Dirgantara Indonesia akan memproduksi sebanyak 15 unit pesawat jenis N-219 yang akan digunakan untuk penerbangan perintis di Provinsi Papua.
"Pengembangan N-219 sudah mulai dilakukan yang prototipenya ditargetkan rampung pada 2014," kata Direktur Teknologi dan Pengembangan PTDI, Andi Alisjahbana di Bandung, Kamis (12/1).
Menurut Andi, biaya produksi satu unit pesawat berkapasitas 19 penumpang ini mencapai sekitar 4 juta dolar AS.
"Untuk itu dibutuhkan dana sekitar 60 juta dolar AS atau sekitar Rp540 miliar untuk menyelesaikan seluruh proyek tersebut," katanya.
Ia menjelaskan pihaknya sudah menyampaikan proposal kepada pemerintah untuk mendapat pembiayaan dari APBN. "Pengembangan pesawat N-219 tersebut mendapat dukungan penuh pemerintah seperti Kementerian Ristek, Kementerian Perindustrian dan Kementerian Perhubungan," katanya.
Menurutnya pesawat jenis N-219 merupakan tipe pesawat yang sangat cocok dan handal untuk wilayah perintis seperti Papua dan sekitarnya.
Pasalnya, dari 310 bandara di seluruh wilayah Papua sebanyak 90 persen di antaranya memiliki landasan pacu kurang dari 800 meter.
"Landasan pacu di wilayah Papua umumnya berukuran pendek, bahkan ada yang hanya 400 meter. Tentu dibutuhkan pesawat yang cocok untuk digunakan di wilayah itu," tegasnya.
Selain pembiayaan dari pemerintah, juga akan diupayakan diperoleh dari perusahaan yang akan mengoperasikan pesawat komersial tersebut.

“We have two C-130 cargo planes coming in by March and April,” said Armed Forces deputy chief of staff for plans and programs Brig. Gen. Roy Deveraturda.
The first C-130 would be flying in from the United States, while the other is now being refurbished at Clark Field.
Air Force spokesman Col. Miguel Okol said the two C-130 cargo planes will boost the Air Force capabilities in terms of troop deployment, logistic runs, and search and disaster operations.
“From one, we will soon have two more C-130 cargo planes,” he said.
“That’s really something that we are expecting.”
Okol could not say how much the government spent for the two refurbished Hercules aircraft.
The Air Force is also expecting the arrival of eight brand-new utility and combat-attack helicopters during the first quarter of this year.
President Aquino’s visit to the United States this April is expected to finally seal a deal for the acquisition of F-16 fighter jets.
Earlier, Foreign Affairs Secretary Albert del Rosario said the country intends to acquire a squadron F-16 fighter jet from the US.

Kini tengah dikalkulasi berapa biaya yang dbutuhkan untuk melakukan perbaikan dan membawa pesawat ke Indonesia. "Nominalnya baru diketahui setelah mendapat laporan dari tim teknis yang meninjau pesawat secara langsung ke Australia," kata Kepala Pusat Komunikasi Publik Kementerian Pertahanan Brigjen TNI Hartind Asrin di Jakarta, Selasa (10/1).Kontrak kerja sama hibah empat unit pesawat itu juga akan ditandatangani setelah tim teknis melaporkan temuannya. Namun begitu, pemerintah Indonesia dan Australia telah melakukan komunikasi terkait hibah ini. "Amerika sebagai produsen Hercules saat ini juga telah menyetujui rencana hibah dari Australia ke Indonesia. AS dalam hal ini Presiden Barack Obama, memiliki kebijakan, alutsista buatan AS harus mendapatkan persetujuan negeri Paman Sam itu sebelum dihibahkan ke negara lain," katanya.

Jakarta (ANTARA News) - "Pemerintah akan merenovasi dan meremajakan atau retrofit empat pesawat C-130 Hercules hibah dari Australia," kata Menteri Pertahanan Purnomo Yusgiantoro.
"Biasanya kalau dapat hibah, atau dapat pesawat, selalu kami cek, renovate, retrofit, kami betul yakinkan bahwa pesawat itu layak terbang," kata Purnomo ketika ditemui di kompleks Istana Kepresidenan, Jakarta, Jumat.
"Sekitar ratusan miliar untuk empat pesawat terbang itu. Saya tak tahu persis karena belum diajukan oleh tim," katanya menyinggung perkiraan biaya peremajaan pesawat terbang transpor militer itu.
Menurut dia, tim dari kedua negara akan bertemu untuk membahas kondisi pesawat dan teknis hibah. Hasil pembicaraan tim itu bisa digunakan untuk mengukur biaya retrofit dan kemampuan keempat pesawat itu setelah diremajakan.
Yusgiantoro menjelaskan, pesawat hibah itu berjenis H, atau masuk dalam kategori pesawat baru. Hibah itu juga telah mendapat persetujuan dari Amerika Serikat.
"Karena setiap alutsista buatan Amerika Serikat, di mana pun juga, jika mau dihibahkan walau yang mau menghibahkan negara lain, harus melapor dulu pada Amerika Serikat," katanya.
Australia positif menghibahkan empat unit pesawat Hercules untuk Indonesia setelah sempat tertunda prosesnya pada 2011.
"Kemungkinan kedua tim teknis dari masing-masing negara akan bertemu pada pertengahan Januari ini," kata Kepala Pusat Komunikasi Publik Kementerian Pertahanan, Hartind Asrin, di Jakarta, Selasa (3/1).
Asrin mengatakan, dalam pertemuan itu kedua tim akan membicarakan teknis hibah yang akan dilakukan setelah sempat tertunda pada 2011. Selain mengadakan pertemuan di Jakarta, akan dilakukan pula pertemuan di Australia untuk melihat langsung empat unit Hercules yang akan dihibahkan tersebut, katanya.
Sementara itu, Asisten Perencanaan Kepala Staf TNI-AU, Marsekal Muda TNI Rodi Suprasodjo, mengatakan pesawat Hercules yang diperlukan TNI-AU saat ini sebanyak 30 unit. Namun, TNI-AU hanya memiliki 21 pesawat Hercules, sehingga masih kurang sembilan pesawat.
"Kekurangan pesawat Hercules itu akan dipenuhi dari hibah dan membeli. Ke-30 pesawat Hercules akan digunakan untuk pesawat tanki sebanyak dua unit, pesawat VIP dua unit, dan pesawat operasional dua batalion sebanyak 26 unit," kata Suprasodjo.
Dia menambahkan, pesawat tipe H yang akan dihibahkan Australia akan digunakan TNI-AU untuk menggantikan tipe B yang sudah sangat tua. Selain Angkatan Udara Amerika Serikat, Indonesia adalah negara pertama di dunia yang menerima C-130 dari pabriknya. (F008)

"Kemungkinan kedua tim teknis dari masing-masing negara akan bertemu pada pertengahan Januari ini," kata Kepala Pusat Komunikasi Publik Kementerian Pertahanan Hartind Asrin ketika dikonfirmasi ANTARA di Jakarta, Selasa.
Hartind Asrin mengatakan, dalam pertemuan itu kedua tim akan membicarakan teknis hibah yang akan dilakukan setelah sempat tertunda pada 2011.
Selain mengadakan pertemuan di Jakarta, akan dilakukan pula pertemuan di Australia untuk melihat langsung empat unit pesawat Hercules yang akan dihibahkan tersebut, lanjut Hartind.
Kepastian hibah empat unit pesawat Hercules dari Australia itu telah mendapat persetujuan dari Amerika Serikat sebagai produsen pesawat angkut berat Hercules.
"Namun teknisnya harus dibicarakan lebih lanjut antartim kedua negara. Dan itu akan segera dilakukan mulai pertengahan Januari ini," kata Hartind.

Hercules A-1323 TNI Angkatan Udara (photo : ARINC)Jakarta (ANTARA News) - Jumat besok (23/12), satu unit pesawat angkut berat C-130 Herkules TNI-AU akan kembali mengarungi udara Indonesia seusai menjalani pemeliharaan tingkat berat di Oklahoma, Amerika Serikat.
"Menurut rencana, besok pesawat mulai diberangkatkan ke Indonesia," kata Asisten Perencanaan Kepala Staf TNI-AU, Marsekal Muda TNI Rodi Suprasojo, di Jakarta, Kamis.
Satu unit pesawat angkut berat C-130 Herkules TNI-AU menjalani pemeliharaan berat dalam Programmed Depot Maintenance di hanggar perusahaan swasta ARINC, di Oklahoma, Amerika Serikat. Program penyehatan kembali jajaran "Herky" Indonesia itu bagian dari kerja sama militer Indonesia dengan Amerika Serikat.
Satu pesawat yang menjalani pemeliharaan berat di ARINC untuk kali pertama itu, bernomor register A-1323. Perbaikan menyeluruh mulai dari inspeksi D (inspeksi berat) sampai ke berbagai sistem dan subsistem di tubuh Herkules itu cukup menyita waktu, dari rencana enam bulan selesai molor hingga satu tahun.
Suprasodjo mengemukakan, program dibiayai hibah Amerika Serikat itu bertujuan meningkatkan kemampuan dan kesiapan pesawat C-130 Hercules TNI Angkatan Udara. Kedayagunaan Herkules bagi banyak negara sudah terbukti, dia bisa dikerahkan untuk misi perang atau non perang serta kemanusiaan.
Ia menambahkan, hibah bagi pemeliharaan C-130 Hercules TNI Angkatan Udara akan dilakukan bertahap. Indonesia adalah negara pertama di luar Amerika Serikat yang mengoperasikan C-130 Herkules dan pesawat transpor berat pertama milik Indonesia itu masih ada; diparkir selamanya sebagai monumen di Markas Komando Korps Pasukan Khas TNI-AU, di Pangkalan TNI-AU Sulaeman, Kabupaten Bandung, Jawa Barat.

C130 Hercules (photo : Vaclav Kudela)CAGAYAN DE ORO CITY, Misamis Occidental (PIA) -- Responding to the problem of food scarcity in Typhoon Sendong devastated areas of the vity, President Benigno S. Aquino III promised to buy at least two more units of the C130 Cargo plane for the Philippine Air Force (PAF), next year.
During his visit to assess the devastation brought by ‘Sendong’ in the city, the president said that there is only one C130 Cargo Plane in the PAF inventory that has been bringing relief items to flashflood victims. He added that it is currently down for maintenance.
“We have offers of assistance coming in from America, Russia, Japan and other countries and the Americans will, most probably, provide us with the necessary airlift capability to fast track what we need,” Aquino said.
We have two other C130 cargo planes in the pipeline but they’re not yet ready for events like this and will be available only, next year, he also said.
According to him, the funds to buy the planes are readily available.
“We have at least two (2) sources to tap, domestic and foreign: the Asian Development Bank (ADB) will be assisting us with a loan of US$3million grant and the World Bank (WB) facility that has also offered us,” the President added.
He said many Filipinos in the other parts of the country have responded to his call for help and the donated items only wait for the availability to transport them, where they are needed.
Meanwhile, the National Disaster Risk Reduction and Management Council (NDRRMC) has reported to the president that PAF has airlifted some P21.53 million-worth of relief supplies from Dec. 18-20, as augmentation support to the on-going relief operations in Northern Mindanao.
These supplies included food and non-food items, such as, sacks of rice, boxes of instant noodles, canned goods, bottled drinking water, mats, blankets, mosquito nets, used clothing, medicines, cadaver bags and even coffins, among others.
In his orders as the Commander-n-Chief of the Armed Forces of the Philippines (AFP), Aquino directed PAF’s Search and Rescue Squadrons (SRS) to help in the search, rescue, retrieval and recovery (SRRR) operations of the flashflood areas.
For this purpose, the 5053rd based in Davao City had established an advance command post (ACP) at the Tactical Operations Group, Northern Mindanao (TOG-10) Headquarters in Lumbia Airport, this city.
The team also deployed three UH-IH helicopters with tail numbers 517, 317 and 806 to do the SAR sorties in the flashflood-affected barangays of the city.
Helping out in the SRRR Operations in the Negros and Iloilo is the 5052ndSRS, which is based Mactan, Cebu City. (PIA-10)

RAAF Wants C-27J Rather Than C295

LANGKAWI, Malaysia — Australia’s air force has made it clear publicly that it prefers the Alenia C-27J over the Airbus Military C295.
The chief of the Australian air force, Air Marshal Geoff Brown, says a letter of request (LOR) has been issued for the C-27J, but no such request has been issued for the C295. All that has been issued for the C295 is a request for information in regard to pricing, he says.
Brown says the issue the air force has with the C295 is there are some types of Australian army military vehicles that the C295 is unable to transport. He cites as an example the army’s new G-Wagon all-terrain vehicles.

He says armies in Europe may be content to just drive a G-Wagon, but “you have long distances in Australia,” so these vehicles have to be transported by air.
The Australian air force could use larger aircraft, such as its Lockheed Martin C-130s, to transport the G-Wagons. But Brown says “then you end up with small loads on the C-130 and this is not an efficient use” of the aircraft. He also says the air force wants to avoid a situation in which the Australian armed forces’ Boeing CH-47 Chinook helicopters are used for airlifting such cargo. These helicopters are “better for tactical scenarios,” he adds.
Brown spoke to Aviation Week on the sidelines of the LIMA Airshow in Langkawi, Malaysia, on Dec. 7.
Airbus Military chief Domingo Urena-Raso also spoke to Aviation Week at the show. He says he hopes that Australia will open up the tactical transport requirement to a competition in which the C295 is allowed to participate.

Lockheed Unveils Two Future C-130 Variants
Lockheed Martin will develop a cheaper variant of the C-130J Super Hercules that removes several features from the tactical airlifter's basic design.
Lockheed could also propose the new variant to the US Air Force. Senator Sherrod Brown, an Ohio Democrat, has warned that the USAF is considering the cancellation of the L-3 Communications/Alenia Aeronautica C-27J Spartan.
Asked if the C-130XJ could be proposed as a substitute for the C-27J's direct support mission, Grant referred the question to the customer.
The C-130XJ represents the latest iteration of the 57-year-old Hercules design. Lockheed hopes the refresh will allow the C-130 model to remain in production for the next 15-20 years.
