TNI AL Ingin Beli Kapal Perang yang Batal Dipesan Brunei

Senayan - TNI AL meminta dukungan pada Komisi I DPR RI untuk pembelian tiga kapal perang buatan Inggris. Pembelian alutsista ini guna memperkuat armada perang TNI AL dalam menjaga keamanan dan kedaulatan NKRI di perairan.

Hal ini disampaikan Kepala Staf TNI AL Laksamana Soeparno di sela-sela raker dengan Komisi I DPR di Komplek Senayan, Rabu (29/1). Raker itu membahas hibah KRI Karang Ungaran 985 ke Kabupaten Sangihe Sulawesi Utara.

Soeparno mengatakan, TNI AL ingin membeli tiga kapal perang buatan Inggris. Jenisnya multi role light frigates yang dibangun oleh galangan kapal BAE pada tahun 2001. Kapal pertama telah menyelesaikan tes di laut pada Desember 2003. Kapal kedua dites pada Mei 2004. Kemudian kapal ketiga mulai melaut pada Oktober 2004.

Kapal ini mulanya dipesan Kerajaan Brunei Darussalam. Namun setelah melihat hasil tiga kali uji coba tersebut, pihak Kerajaan membatalkan pesanan.

Jika Brunei enggan, kenapa TNI AL malah bernafsu membelinya?

"Kita sinyalir, pembatalan pembelian kapal perang dari Inggris oleh Brunei bukanlah karena alasan teknis tetapi alasan politis. Yaitu ada ketersinggungan Brunei pada Inggris pada isu tertentu," jawab Soeparno.

Informasi lebih dalam lantas didapat dari otoritas militer Brunei. Ternyata, ungkap Soeparno, jumlah personil angkatan laut negeri kaya itu terbatas jumlahnya. Hanya sekitar 800 personil. Sedangkan tiga kapal perang buatan Inggris itu butuh dioperasikan oleh 330 personil. Alhasil, Brunei bakal kerepotan mengurusnya.

Akhirnya, pada tahun 2007 kapal itu dipindahkan dari Brasko Brunei ke galangan kapal di Inggris. Setahun kemudian Kementerian Pertahanan menawarkan pada TNI AL untuk membelinya.

"TNI AL pun menindaklanjuti hal itu. Kami menyatakan, penawaran tersebut merupakan hal yang sangat baik dalam rangka pemenuhan armada TNI AL," ujarnya.

Brunei sempat membayar sekitar 600 juta poundsterling per kapal. Adapun penawaran ke TNI AL, kapal itu cukup ditebus dengan 296 juta euro atau sekitar 380 juta dollar AS. Angka ini terbilang murah. Di sisi lain pihak Brunei lebih senang jika kapal ini dibeli Indonesia karena punya dok galangan kapal sendiri untuk pemeliharaan. Pihak lain yang berminat adalah Malaysia.

Menurut Soeparno, kapal perang ini canggih karena sudah dilengkapi dengan misil anti kapal selam. Dengan kelengkapan itu, dia bilang, "Sudah dapat mengantisipasi kapal selama milik tetangga."

Perpindahan KD Pahang ibarat ‘sirih pulang ke gagang’

KUANTAN – Kapal ronda generasi baru (NGPV) Tentera Laut Diraja Malaysia (TLDM), KD Pahang yang sebelum ini berpangkalan di Markas Wilayah Laut 2 Kota Kinabalu, Sabah dipindahkan ke Markas Wilayah Laut 1, di sini.

KD Perak yang berpangkalan di sini pula akan dipindahkan ke Kota Kinabalu bagi menjalankan perkhidmatan menjaga perairan di Sabah dan Sarawak.

Panglima Armada TLDM, Laksamana Madya Datuk Jamil Osman berkata, perpindahan KD Pahang ke negeri ini boleh diibaratkan sebagai ‘sirih pulang ke gagang’.

Katanya, sebelum ini, kapal peronda itu berkhidmat di perairan negeri Pantai Timur Malaysia selama lima tahun dan menjalankan tugas dengan baik.

“Ia bertepatan status KD Pahang yang dibawa pulang ke negeri ini supaya rakyat berbangga dengan kehadiran kapal NGPV terkini dalam inventori TLDM.

“Semoga kedua-dua kapal itu akan terus melaksanakan tugas menjaga serta melindungi keselamatan perairan maritim dengan cemerlang demi kedaulatan bangsa dan negara,” katanya.

Beliau berucap pada Majlis Serah Tugas Pegawai Memerintah dan Pertukaran Kru KD Perak dan KD Pahang di Jeti Operasi Pangkalan TLDM Tanjung Gelang, di sini hari ini.

KD Pahang diwakili Pegawai Pemerintahnya, Komander R.P. Chandra Sehgaran menyerahkan pertukaran tugas kepada Pegawai Memerintah KD Perak, Komander Azhar Adam.

Jamil berharap, pegawai memerintah dan kru kedua-dua kapal itu dapat melaksanakan tugas serta tanggungjawab dengan baik selain memberi komitmen menjaga kedaulatan perairan negara daripada diceroboh anasir luar.

Sebagian Besar Anggaran untuk Beli Alutsista dari Luar Negeri

Jakarta, Kompas - Anggaran Kementerian Pertahanan tahun 2012 untuk pemberdayaan industri pertahanan hanya 2,9 persen dari total belanja. Hal ini menimbulkan pertanyaan karena selama ini pemerintah mendengung-dengungkan kebijakannya untuk membangun industri pertahanan dalam negeri.

Anggota Komisi I DPR, Enggar T Lukito, mengatakan, total pinjaman luar dan dalam negeri mencapai Rp 54,7 triliun. Namun, industri pertahanan dalam negeri hanya mendapat alokasi sebesar Rp 1,62 triliun.

"Sebagian besar untuk membeli alat utama sistem persenjataan dari luar negeri. Padahal, katanya ingin memberdayakan industri dalam negeri," kata Enggar dalam rapat kerja antara Kementerian Pertahanan (Kemhan) dan Komisi I DPR, Selasa (24/1), di Kompleks Parlemen di Jakarta.

Ia menyayangkan hal itu karena akan menimbulkan defisit transaksi secara umum. Dia mencontohkan, hingga 2011, neraca perdagangan dengan Korea masih positif. Namun, mulai 2012, neraca perdagangan jadi sangat negatif. "Akan berbahaya kalau neraca pembayaran tergerus defisit transaksi berjalan. Plus, komitmen awal membangun industri pertahanan, kan, karena memberikan multiplier effect," kata Enggar.

Tri Tamtomo juga mempertanyakan hal serupa. Dia mengatakan, adalah kebijakan Presiden Susilo Bambang Yudhoyono agar TNI dan Polri menggunakan hasil BUMN Industri Pertahanan dalam negeri.

Helmy Fauzi mengingatkan agar Kemhan mengantisipasi berbagai kemungkinan kalau bekerja sama dengan industri pertahanan luar negeri. Pasalnya, menurut sejarah, selalu ada syarat-syarat yang bersifat politis.

Menhan Purnomo Yusgiantoro mengatakan, di dalam peningkatan kemampuan pertahanan menuju Minimum Essential Force yang dianggarkan juga ada komponen trade-off dan penggunaan konten lokal. Ia mengharapkan ada pembahasan lebih terinci dengan panitia kerja alat utama sistem persenjataan (alutsista) terkait hal ini.

Menurut dia, sejak ada Komite Kebijakan Industri Pertahanan (KKIP) juga ada kemajuan dalam proyek-proyek yang diterima industri pertahanan. "Tahun ini PT PAL, PT Pindad, dan PT Dirgantara Indonesia terima order yang besarnya kira-kira Rp 11 triliun," katanya.

Transfer teknologi

Wakil Menhan Sjafrie Sjamsoeddin mengatakan, di dalam pembelian alutsista dari luar negeri juga termasuk di dalamnya transfer teknologi dengan industri pertahanan dalam negeri.

Sementara itu, Kepala Staf TNI Angkatan Taut (AL) Laksamana Soeparno di Mabes AL Cilangkap, Jakarta Timur, mengatakan, TNI AL menganggarkan dana Rp 40 triliun untuk belanja alutsista tahun 2012 dengan membeli sejumlah perlengkapan modern dari dalam dan luar negeri.

"Kita membeli tiga kapal selam dari Korea Selatan yang diserahkan tahun 2015. Selain itu dibeli tiga fregat ringan dari Inggris." ujar Soeparno.

Alutsista impor lainnya adalah dua kapal hidrografi (survei maritim) dengan pilihan dibeli dari Perancis atau Korea Selatan. kapal layar latih tiang tinggi pengganti KRI Dewaruci dari Spanyol atau Polandia, serta dua unit Perusak Kawal Rudal dari Belanda atau Italia. (EDN/ONG)

KDB Darulaman Tiba di Pangkalan TDLB

MUARA, - Kapal Diraja Brunei DARULAMAN tiba di Jeti Pangkalan Tentera Laut Diraja Brunei, Muara. Ketibaan Kapal Diraja Brunei DARULAMAN telah disambut oleh Dato Paduka Haji Mustappa bin Haji Sirat, Timbalan Menteri Pertahanan, Pegawai-Pegawai dan anggota-anggota Tentera Laut Diraja Brunei serta keluarga.

Pada hari Jumaat 7 Oktober 2011, Kapal Diraja Brunei DARULAMAN memulakan pelayaran bersejarah yang pertamanya “The Maiden Voyage” daripada Pelabuhan Lemwerder, Jerman menuju balik ke tanah air Negara Brunei Darussalam. Kapal-kapal ini telah mengharungi Lautan Atlantik, Lautan Mediterranean, Teluk Suez, Teluk Aden, Lautan Hindi, Selat Melaka dan Laut China Selatan.

Pelayaran pertama ini telah mengambil masa kira-kira 48 hari. Tempat-tempat yang menjadi persinggahan semasa perlayaran ini adalah seperti berikut:

Semasa dalam pelayaran, anggota-anggota kapal telah menjalankan beberapa latihan bagi meningkatkan lagi keupayaan dan profesionalisme anggota-anggota kapal seperti latihan kebakaran, latihan menembak senjata ringgan, latihan pemantauan, latihan pelancaran 'Rigid Inflatable Craft', latihan navigasi dan latihan 'Officer of the watch manuevers'.

SATTAHIP : Her Royal Highness Princess Maha Chakri Sirindhorn will today preside over the launching ceremony of the HTMS Krabi, a new patrol vessel built by the Thai navy.

HTMS Krabi was built by the navy at a cost of 1.7 billion baht. It is intended to commemorate His Majesty the King's 84th birthday on Monday.

However, the ship will not be ready to be commissioned until late next year.

The ship is also part of the navy's strategic personnel development, said Vice Adm Manit Soonnadam, chief of the Royal Thai Naval Dockyard.

HTMS Krabi is a vessel with an almost 2 tonne displacement.

It is the fist time the navy has built a ship this size.

It has been constructed according to the suggestion of His Majesty the King, who named the ship. It is expected to be operational for 40 years.

HTMS Krabi is 90.5m long and 13.5m wide.

The height of the gunwale is 7.7m.

The displacement tonnage is 1.97 tonnes and the vessel has a maximum speed of 23 knots.

The space of its deck is enough to park a Super Lynx helicopter. The ship has 89 crewmen.

VAdm Manit said HTMS Krabi will be assigned to the task of carrying out marine intelligence missions, protecting fishing boats and national marine resources, assisting people facing difficulties in the sea, as well as enforcing marine laws.

The 1.7 billion budget for the contruction of HTMS Krabi comes from a tied-over budget between 2008 and 2011, he said.

Vietnam's plea puts South Block in a predicament

Vietnam's request for military assistance from India, primarily in the naval field, has put South Block in a quandary, said official sources.

On the one hand, India would like to pay back Vietnam for its assistance in consistently bolstering its case at multilateral fora such as the Association of South East Asian Nations (Asean), and on the other, it would not want to irk China as the plea has come shortly after exchanges between Beijing and New Delhi over Oil & Natural Gas Commission Videsh (ONGC Videsh) prospecting for oil and gas in a portion of South China Sea claimed by both China and Vietnam.

Vietnam President Troun Tan Sang made the request in four fields — submarine training, conversion training for its pilots to fly Sukhoi-30, modernisation of a strategic port and transfer of medium-sized warships.

In fact, the sources said, the Vietnam President overlooked protocol to meet senior Indian officials and ensured the timing of their commercial flight was revised to accommodate the unscheduled meeting. Vietnam had asked India to transfer Brahmos cruise missiles and offer its small civil nuclear plants for selection.

India would be comfortable with providing conversion training for Sukhois as it has completed a similar exercise with Malaysia, another South-East Asian country. Meeting the other three demands needed considerable deliberation, said the sources, as India was not keen to put a spanner in ties with China with which it is shortly slated to sign an agreement to douse tensions by taking care of eye-ball-to-eyeball confrontations between military patrols in certain pockets of the line of actual control (LAC).

In particular, India will have to think hard about Vietnam's request to transfer 1,000 to 1,500 tonne vessels to sanitise Vietnam's long coast line and upgrade the Nha Trang port, located near the critical Cam Ranh Bay, especially after the alleged warning by the Chinese navy to an Indian warship that had left this port after a visit in July.

According to the report submitted by the Navy, INS Airavat left the place quickly after a caller, identifying himself as the “Chinese Navy,” warned that “you are entering Chinese waters.” The Navy has claimed that its men on the warship did not spot any aircraft or ship from where the call had come. It also claimed not to have worked out the coordinates from where the call originated. Indian diplomats said the incident was a “non-event.”

Diplomats here said India would have to factor in two factors — though it had the right to develop ties in its near neighbourhood, it should not be done in a manner that derailed ties with China, especially at a time when the Special Representatives on the border issue were due to meet and Beijing's support wasrequired for entry into the Nuclear Suppliers' Group.

MOSCOW, (ARMS-TASS). Shipbuilding plant "Vympel" provides assistance to Vietnam in the serial construction of missile boats "Molniya" Project 12418 under the Russian license.

According korr.ARMS-TASS on the 15th anniversary of the International exhibition "Interpolitech 2011", deputy factory director Dmitri Belyakov, Rybinsk shipbuilders are made and sent to Vietnam in accordance with the approved schedule of component parts and components for the assembly of the first six missile boats " Molniya" project 12418. Translation option in the firm contract is expected after the date of Vietnam's first naval boats built by Vietnamese shipbuilders.

Vietnam ordered four corvettes at Schelde Vlissingen

Vlissingen - Vietnam wants four corvettes ordered from Schelde Naval Shipbuilding in Vlissingen.

That the Vietnamese prime minister said Saturday during his visit to the yard. There is no signed contract. First, the Vietnamese and Dutch governments agree on the funding.

If the order is placed, the aim of the first two ships to be built in Vlissingen. The other two corvettes will be built in Vietnam.

Po Hang Retires To The Tropics

South Korea is donating one of its recently retired Po Hang class corvettes to the Philippines Navy. The Po Hangs are 1,200 ton warships that first entered service in 1984. Since then 24 have been built. Each is armed with four Harpoon anti-ship missiles, one 76mm cannon; two twin 40mm automatic cannon, six torpedo tubes and twelve depth charges. The crew of 95 also operates radar and sonar. Top speed is 59 kilometers an hour. Two Po Hangs have been retired so far, and one was sunk by a North Korean torpedo last year.

The Philippines is an island nation, with 7,100 islands to defend. Long crippled by corruption and bad government, the Philippines have never had much money to spend on the military (or anything else.) Wealthier nations have found it good diplomacy to donate military equipment to the Philippines. The Filipinos appreciate it; because donated military gear is something the thieving politicians have a hard time stealing.
