Satu Flight Black Panther Skadron Udara 12 Lanud Pekanbaru bertolak ke Lanud Palembang dalam rangka melaksanakan latihan penembakan dari udara ke darat (Air To Ground) jarak menengah dengan menggunakan rudal Maverick. Keberangkatan para penerbang tempur yang memiliki motto “Temukan dan Hancurkan” tersebut dilepas langsung oleh Komandan Lanud Pekanbaru, Kolonel Pnb Bowo Budiarto, SE di Shelter Skadron Udara 12, Minggu (4/3).
Pada latihan yang direncanakan berlangsung selama satu minggu tersebut melibatkan seluruh penerbang dan beberapa teknisi pesawat yang dipimpin langsung oleh Komandan Skadron Udara 12 Lanud Pekanbaru, Letkol Pnb Prasetya Halim. Selain sebagai latihan rutin, latihan Maverick ini bertujuan untuk terus membina dan meningkatkan kemampuan para penerbang dalam melaksanakan misi-misi penerbangan maupun melaksanakan penembakan dari udara ke sasaran yang ada di darat dengan menggunakan rudal Maverick.

Indonesia dan China Sepakati Alih Teknologi Rudal
Menurut siaran pers resmi, kerja sama industri pertahanan tersebut terkait dengan produksi peluru kendali darat ke darat (ground to ground), darat ke udara (ground to air), serta udara ke darat (air to ground) untuk melengkapi arsenal persenjataan Indonesia (photo : Kaskus Militer)JAKARTA - Pemerintah Republik Indonesia (RI) dan China sepakat memantapkan proses alih teknologi serangkaian produksi bersama peluru kendali C-705. Proses alih teknologi menjadi syarat utama dalam setiap pembelian alat utama sistem senjata (alutsista) dari mancanegara, termasuk peluru kendali dari China.
"Selain itu, kita juga telah menjajaki kerja sama produksi bersama rudal tersebut sebagai produk nasional," kata Kepala Pusat Komunikasi Publik Kementerian Pertahanan (Kemhan) Brigjen TNI Hartind Asrin, di Jakarta, Senin (20/2).
Rangkaian proses alih teknologi itu, antara lain ditandai dengan kunjungan Menteri Pertahanan (Menhan) Purnomo Yusgiantoro ke China Precision Machinery Import-Export Corporation (CPMEIC) yang menjadi pemegang proyek pengerjaan rudal C-705 yang akan dibeli TNI AL disertai proses alih teknologi.
Sebelumnya, kedua pemerintah telah menandatangani nota kesepahaman kerja sama teknis pertahanan kedua negara. Penandatanganan nota kesepahaman dilakukan Wakil Menhan Sjafrie Sjamsoeddin dan Kepala Badan Pengembangan Teknologi dan Industri Nasional Pertahanan China, Chen Qiufa.
Lima Poin
Nota kesepahaman itu mencakup lima poin. Pertama, pengadaan alutsista tertentu yang disepakati kedua pihak dalam kerangka G to G. Kedua, alih teknologi peralatan militer tertentu yang antara lain mencakup perakitan, pengujian, pemeliharaan, modifi kasi, up grade, dan pelatihan. Tiga poin lainnya adalah kerja sama produk peralatan militer tertentu, pengembangan bersama peralatan militer tertentu, serta pemasaran bersama di dalam dan di luar negara masing-masing. Selama di China, Menteri Pertahanan Purnomo Yusgiantoro melakukan kunjungan kehormatan kepada Wakil Perdana Menteri China Li Keqiang.
Menhan bersama pejabat lainnya berkunjung ke China pada 19-21 Februari dalam rangka memenuhi undangan Menteri Pertahanan China Jenderal Liang Guanglie. "Segera setelah mendarat di Beijing, pada hari pertama, Menhan melakukan kunjungan, menggelar diskusi, serta meninjau dua kompleks industri pertahanan China yang terkait dengan produksi peluru kendali yaitu China Precision Machinery Import-Export Corporation (CPMIEC) dan Aerospace Long March International Trade & co., Ltd. (ALIT)," tulis siaran pers Kedutaan Besar Republik Indonesia di Beijing.
Di akhir pertemuan tersebut dicapai kesepakatan untuk kerja sama industri pertahanan yang meliputi alih teknologi yang diharapkan menguntungkan kedua negara.
Delegasi Kemhan hari ini dijadwalkan melakukan pertemuan dan perundingan dengan Menhan China Jenderal Liang Guanglie, kemudian bertukar pikiran dengan salah satu lembaga riset/produksi industri pertahanan terkemuka lainnya di China yaitu State Administration for Science, technology and Industry for National Defence (SASTIND). Pertemuan lain yang merupakan bagian dari kunjungan itu adalah pertemuan dengan Wakil Kepala Komite Sentral Militer China Jenderal Guo Boxiong yang merupakan orang pertama di Angkatan Perang China (PLA).

Russia, Vietnam to Jointly Manufacture Anti-Ship Missiles

Russia and Vietnam are planning to start in 2012 joint production of a modified anti-ship missile, head of the Federal Service for Military-Technical Cooperation Mikhail Dmitriyev said on Wednesday.
“We are planning to build facilities in Vietnam for the production of a version of the Russian Uran [SS-N-25 Switchblade] missile in a project that is similar to joint Russian-Indian production of the BrahMos missile,” Dmitriyev said.
The Uran subsonic anti-ship missile can be launched from helicopters, surface ships and coastal defense batteries. It has a range of up to 250 kilometers (135 nautical miles) and carries a 145-kilogram high explosive warhead.
Russian-Indian joint venture BrahMos Aerospace Ltd, set up in 1998, manufactures supersonic cruise missiles based on the Russian-designed NPO Mashinostroyenie 3M55 Yakhont (SS-N-26).
Sea- and ground-launched versions have been successfully tested and put into service with the Indian Army and Navy.

Airbus Military Signs Contract with Indonesia for Nine C295 Aircraft
Airbus Military C-295 military transport (photo : mamboccv)Airbus Military has signed today a firm contract with PT Dirgantara Indonesia (PT DI) to supply nine C295 military transport aircraft for delivery to the Indonesian Ministry of Defense.
The contract between PT DI and the Ministry of Defense of Indonesia was signed simultaneously, witnessed by Minister of Defense, Prof. Dr. Purnomo Yusgiantoro, and the Chief of Armed Forces, Admiral Agus Suhartono, at a ceremony at the Singapore Airshow. The Indonesian designation of the aircraft will be CN295.
The aircraft will be operated by the Indonesian Air Force throughout the vast territory of Indonesia, which includes around 17.000 islands. The aircraft will perform a variety of roles including military, logistical, humanitarian and medical evacuation missions. The first delivery is foreseen in 2012 and by summer 2014 all aircraft will have been delivered.
Additionally, the industrial plan covers a substantial collaboration between PT DI and Airbus Military for the C295 programme, including the manufacturing of the tail empennage, rear fuselage and fuselage panels, as well as workpackages for the development of Computer Based Training systems and the creation of a service and delivery centre and a final assembly line (FAL) in Indonesia.
“This is a proud moment for our country as well as for the Indonesian aerospace industry. The C295 provides the ideal capacity to respond to Indonesia´s current and future military and humanitarian transport needs and does so very cost-efficiently, with full participation of the Indonesian aerospace industry, creating high skilled jobs and technology transfer,” said His Excellency Prof. Dr. Purnomo Yusgiantoro, Minister of Defense of the Republic of Indonesia.
“This contract builds on the long and excellent partnership that exists between Airbus Military and the Indonesian aerospace industry. It will provide our country with the right capability for the years to come and allows PT DI to grow its aerospace business as a tier 1 supplier. This will position PTDI on the global aerospace scene and allow us to enhance our skills and workforce,” said Dr. Budi Santoso, President and CEO of PT DI.
“Airbus Military is honored that the Indonesian Ministry of Defense has chosen the C295 for its fleet and we look forward to continue our successful partnership with PT DI. Over 85 C295s are in service today with 14 different operators.

"Jenis rudalnya (yang ditinjau) KY-80," kata Panglima Kosekhanudnas III Medan Marsma TNI Bonar Hutagaol di Medan, Rabu malam.
Ia mengatakan, sebagai unit yang bertugas di wilayah barat, pihaknya membutuhkan rudal yang mampu menghancurkan pesawat dan rudal yang ditembak musuh.
Saat ini, jumlah rudal yang dimiliki Kosekhanudnas III Medan masih cukup banyak seperti yang digunakan sejumlah Batalyon Artileri Pertahanan Udara Sedang (Arhanudse).
Meski demikian, pihaknya masih tetap memerlukan penambahan persediaan rudal untuk menjaga berbagai kemungkinan.
Karena itu, pihaknya meninjau rudal tersebut di Gurun Gobi, China yang dinilai sangat bagus dan cocok untuk memperkuat pertahanan udara di Indonesia.
Hasil peninjauan jenis rudal tersebut akan disampaikan ke pimpinan TNI untuk menetapkan keputusan yang dianggap perlu.
Kemudian, hasil peninjauan tersebut akan dikaji secara mendalam, baik dari segi kemampuan rudal maupun anggaran yang tersedia.
"Nanti baru ditentukan pilihan mana yang terbaik," katanya.
Ada pun untuk pesawat tempur, persediaannya sudah mulai ditambah sesuai rencana KSAU Marsekal TNI Imam Sufaat yang menargetkan "essential force" pada tahun 2025.
"Nanti akan digelar kalau banyak pelanggaran," katanya.
Sedangkan untuk radar hanya dibeli untuk landasan udara yang masih kosong seperti di Tanjung Pinang.
"Seluruh wilayah Sektor III sudah tertutupi (radar). Di Medan, radarnya bagus," kata perwira tinggi TNI AU berbintang satu itu.

DND Orders Military to Look Into Possible Acquisition of Anti-Ship Weapons

MANILA, Philippines - The Department of National Defense (DND) has ordered the military to look into the possibility of acquiring anti-ship weapons and beef up its maritime surveillance capability.
In its planning guidance for 2013 to 2018, the DND said maritime security is challenged by traditional concerns like safeguarding the Kalayaan Island Group and non-traditional concerns like terrorism, smuggling, piracy and human and drug trafficking.
DND, however, lamented the military’s maritime surveillance capability is “low” due to the unavailability of platforms and aging equipment.
“The Program 1 Resource Manager shall study the possibility and merits of acquiring a capability for delivering anti-ship weapons up to a range of about 100 miles through shore-based mobile missile batteries in the long term,” DND said, referring to military managers.
“The Program 2 Resource Manager shall gradually develop the capability for long-range maritime air patrol and surveillance,” it added.
Developing the maritime air surveillance would entail acquiring assets for long-range maritime air patrol, accompanying base support systems and other platforms to maintain and sustain deployable and deployed assets.
Military resource managers were also ordered to “gradually develop the capability for air surface and sub-surface surveillance detection and interdiction within maritime domain.”
The DND said such endeavor would require the acquisition of assets for offshore patrol, strategic sea- lift, and accompanying base support systems and platforms.
“Likewise, the development of the National Coast Watch System shall also be given priority,” the DND guidance read.
Last September, President Aquino issued Executive Order 57, which called for the creation of the national coast watch system. The order seeks to expand the country’s naval security operations and to protect its natural resources.
The DND is also planning to acquire a squadron of surface attack aircraft in the next few years to enhance the military’s capability to secure the country’s airspace. DND said enhancing the country’s air assets would address the Philippines’ territorial defense concerns.
The DND also wants to acquire air surveillance radars and to develop the military’s air defense system.
“The Program 2 Resource Manager shall gradually develop the capability of air surveillance and interdiction by reactivating the Philippine Air Defense System and acquiring air surveillance radars and one squadron of surface attack aircraft,” DND said.
A squadron consists of 12 to 24 aircraft units. A surface attack aircraft is capable of interception and maritime patrols.
DND admitted the military’s air defense capability is “insufficient to address territorial defense concerns.” It also admitted the Philippine Air Defense Control Center and other units cannot effectively perform their required duties like air intelligence, aerial patrol and air reconnaissance.
The military, for its part, has re-supplied its forces and deployed fresh troops in Kalayaan Island Group (KIG).
Aside from troop deployment which the Palawan-based Western Command (Wescom) described as routine rotation of forces, all naval units in the region, along with the newly acquired Navy frigate, BRP Gregorio del Pilar, have been placed on standby and for any disaster response and other seaborne operations during the holidays.

In December 2011, South Korea unveils its new new medium-range surface-to-air missile. The Cheongung missile will be deployed from 2013. In the second phase from next year until 2018, the ADD plans to turn the Cheongung into a ballistic interceptor missile, which would lay the groundwork for a Korean version of the Patriot Advanced Capability (PAC)-3.

South Korea Korea is the fifth country after Russia, France, Taiwan and Japan to have developed such a weapon. The U.S. is currently developing a high-tech medium-range surface-to-air missile in cooperation with Italy and Germany, under the name of MEADS (Medium Extended Air Defense Missile Systems).
The new SAM called ‘Cheongung’ (Iron Hawk) can intercept targets at altitude up to 15 km and at a range of about 40 km. LIG Nex1 plans to begin production in 2012 and according to the original schedule, begin replacing the first MIM-23 Hawk batteries beginning 2013.
Following the induction of the new Cheongung Seoul plans to offer the missile for export. Seoul estimates the market potential of such missiles at over US$2.3 billion. Apparently, the Russian Company that developed the system, Almaz Antey, thought the same as they kept the program alive after transferring the prototypes to Korea. The Russian version known as Vityaz could be ready to replace first generation S-300PS (5V55R) missiles, covering a similar intercept envelope, by the end of their service in 2015.
The South Korean Agency for Defense Development began development of the Cheongung in 2006, but started research in 2001 based on Russia's S-400 missile system. In cooperation with Russia, a Korean engineering team replaced a massive Russian radar system with a small device, which can be installed on a truck. The team also began research on a missile propulsion system based on the small Russian-made 9M96 missile. The radar is installed at the head of the missile to let it trace its own target.

Reports say Russia has delivered second Bastion coast missile defense system to Vietnam under the investment contract signed in 2005.
Russia's Interfax news agency said a military source 18/10 Tuesday that the transfer of active defense system equipped with supersonic anti-ship missiles were made Yakhont last week.
Two Russia’s giant arms exporter Rosoboronexport and Mashinostroyeniya NPO that Russia have signed contracts with Vietnam in 2005, including two Bastion coastal defense system.
First Bastion system which Vietnam's purchase of Russia has been shipped from mid-year.
Recently, Russian media also announced Vietnam is negotiating with the Russian government to sign more contracts to purchase additional Bastion systems, the number is not published.
With modern equipment, defense of Vietnam's coast will be enhanced significantly, especially in the context of developments on the coast are many complex.
Prestigious defense journal Jane's Defence said negotiations of the contract will be made by state credit of Russia, and can hang will be provided around the year 2013-2014.

RSN Conducts Successful Missile Firing

Commanding Officer RSS Valiant, Lieutenant Colonel Goh Kian Ngiap said that the exercise was valuable to both the RSN and USN. "The CARAT exercise is a great opportunity for both the RSN and USN to interact and exercise with each together. Many good ideas were exchanged, and the bonds of friendship strengthened," said LTC Goh. In addition, RSN personnel who took part in the exercise found value in working alongside their USN counterparts. Weapon Systems (Control) Operator Military Expert 1 William Kang, who fired the Barak missile said, "This was a wonderful learning experience for me in exercising with personnel from the USN. It was also excellent to see the entire crew's teamwork in action and executing the successful missile hit."
